Die Bauhausstraße 11 war in der NS-Zeit Sitz von zahlreichen Institutionen der Gesundheitspolitik. Jetzt ist das Gebäude zum Gegenstand eines Forschungsprojektes geworden, in Zukunft wird auch vor Ort an seine Einbindung in nationalsozialistische Verbrechen erinnert. Dieses Buch dokumentiert und reflektiert die Erinnerungsarbeit auf dem Campus der Bauhaus-Universität Weimar und darüber hinaus. Anhand der interdisziplinären Beiträge wird das Gebäude in der heutigen Bauhausstraße 11 räumlich in Weimar und Thüringen, erinnerungspolitisch aber in einer seit Jahrzehnten erkämpften Landschaft des Gedenkens an nationalsozialistische Verbrechen verortet.
This paper addresses the scope for action by municipalities in a climate emergency and places it in the framework of ecomodern (urban) policy. We analyse the way in which two German ‘climate emergency municipalities’ translate conflicts of post-fossil transformation into concrete political and planning strategies. Although more than 2,200 authorities around the world have already declared a climate emergency, research on the impact of these resolutions on the political orientation of municipalities is very limited. Our research focus is on the (potentially agonistic) treatment of conflicts in planning. We argue that in times of a socio-ecological crisis, success in conflict resolution cannot refer to appeasement and depoliticisation. Instead, we propose a framework of five criteria, based on critical theory on ecomodern strategies, planning processes and degrowth. Thus, this practice-related and explorative paper connects empirical insights from the German cities of Constance and Berlin with an innovative normative framework. The findings tell a complex story of an, at least partial, admission of the failure of previous climate mitigation strategies, a lack of social institutions of limits, an instrumental relation to nature and a disregard for social injustices. The paper discusses how municipalities, in the context of ongoing tensions over the post-fossil transformation in Germany, on the one hand hold on to business-as-usual approaches, but on the other hand also set political impulses for change.
Due to the significant number of immigrants in Europe, especially Germany, integration is an ongoing subject of debate. Since the 1970s, with the emergence of the discussions on ‘place,’ it has also been realized that the immigrant experience is associated with location. Nevertheless, due to the challenges in capturing the place and migration relevance, there is a gap in understanding the role of the migrant’s geography of experiences and its outcomes (Phillips & Robinson, 2015).
This research aims to investigate the extent to which both the process of objective integration and the socio-spatial practices of high-skilled Iranian immigrants in Berlin outline and influence their sense of belonging to Berlin as the new “home.” The embedded mixed-method design had employed for this study. The quantitative analysis through Pearson’s correlation technique measured the strength of the association between Iranians’ settlement distribution and the characteristics of Berlins’ districts. The quantitative analysis provides contextual data to get a greater level of understanding of the case study’s interaction with place. The units of place intend to demonstrate the case study’s presence and possible interaction with places around their settlement location that relatively shapes their perception. The qualitative analysis comprises ethnographic fieldwork and semi-structured in-depth interviews with a homogeneous sample of Iranian immigrants in Berlin that provide data on individual and ethnic behaviors and trajectories and analyze the complex interactions between the immigrant’s experience and the role of place.
This research uncovers that Iranian highly skilled immigrants are successful in integrating objectively; However, in regards to their state of belonging, it illustrated the following: The role of socio-ethnic culture of the case study in denotation of home and belonging; Iranian high-skilled immigrants’ efforts towards reaching a level of upward mobility overshadow their attempt to shape social and spatial interaction with Berliners and Berlin itself, which manifests both in their perception and use of urban space; and finally, the identification practice and the boundary-making as an act of reassurance and self-protection against the generalization of adjacent nationalities, demonstrated in the intersection of demographical settlement distribution of Iranians in Berlin and the ethnic diversity, impact the sense of belonging and place-making.
Those who ask how social entities relate to the past, enter a field defined by competing interpretations and contested practices of a collectively shared heritage. Dissent and conflict among heritage communities represent productive moments in the negotiation of these varying constructs of the past, identities, and heritage. At the same time, they lead to omissions, the overwriting and amendment of existing constructs. A closer look at all that is suppressed, excluded or rejected opens up new perspectives: It reveals how social groups are formed through public disputes upon the material foundations of heritage constructs.
Taking the concept of censorship, the volume engages with the exclusionary and inclusionary mechanisms that underlie the construction of heritage and thus social identities. Censorship is understood here as a discursive strategy in public debates. In current debates, allegations of censorship surface primarily in cases where the handling of a certain heritage constructs is subjected to critical evaluation, or on the contrary, needs to be protected from criticism or even destruction. The authors trace the connection between heritage and identity and show that identity constructs are not only manifested within heritage but are actively negotiated through it.
Die Corona-Krise stellt das städtische Zusammenleben auf eine harte Probe. Nicht nur sozialer Austausch, Kultur und Verkehr, sondern auch die kommunale Demokratie ist massiv beeinflusst. Wer kann in der Krise noch mitsprechen? Und wie verändert sie das Zusammenspiel von Verwaltung, Politik und Zivilgesellschaft? Die Beiträger*innen untersuchen anhand von Fallstudien die Auswirkungen der Krise auf die kommunale Beteiligungskultur. Sie fragen mit interdisziplinärem Blick nach der kommunalen Krisenbewältigung und erfolgreichen Governance-Strukturen im Kontext multipler Krisen. Ihr Ansatz der kritischen Urbanistik versteht sich dabei als Einladung zur Reflexion, Debatte und alternativen Praxis.
Anhand der städtebaulichen und sozialen Transformation des östlichen Gründerzeitgebietes von Leipzig wird die Rolle von migrantischen Hausbesitzenden und in der Bausanierung Tätigen im Aufwertungsprozess untersucht. Der Zugang zum Gegenstand verbindet Fragen der Stadtsoziologie und der Denkmalforschung. Im sozialen Feld der Stadterneuerung wird die Revitalisierung des ehemals von Leerstand und Rückbau betroffenen Baubestandes ausgehandelt. Die Positionen der Akteur:innen im Feld werden durch ihre Ausstattung mit ökonomischem, aber auch sozialem und kulturellem Kapital bestimmt. Angehörige der Planungs- und Denkmalbehörden verfügen über institutionalisiertes Kulturkapital und stehen damit Kleineigentümer:innen, häufig Autodidakt:innen, gegenüber. Baudenkmale können über ihre Funktion als Geldanlage und Wohnraum hinaus Status repräsentieren und symbolisch angeeignet werden. Denkmalschutz dient dem öffentlichen Interesse am Erhalt historischer Bausubstanz. Bei Sanierungen bestehen die Herausforderungen der Vereinbarkeit von Konservierung und Modernisierung, der Finanzierbarkeit für Eigentümer:innen und der Sozialverträglichkeit für Bewohnende. Eine Darstellung der historischen Entwicklung des Leipziger Ostens zu Beginn der Analyse veranschaulicht die Abhängigkeit kultureller, sozialer und ökonomischer Werte des Baubestandes vom jeweiligen gesellschaftlichen Kontext. Planerische Konzepte für das Gebiet zeigen, dass eine sozioökonomische Stabilisierung und Imageverbesserung erreicht werden sollte durch das Aufgreifen von Potentialen, wie den denkmalgeschützten Bauten, dem zuziehenden alternativen Milieu und migrantischer Ökonomie. Es wird deutlich, dass nach einer initialen Ansässigkeit von Pionier:innen die öffentlichen Infrastrukturmaßnahmen und Denkmalausweisungen eine Inwertsetzung v. a. durch externe Anlegende vorbereiteten. Darauf aufbauend wurden anhand einer qualitativen Befragung die Erfahrungen von städtischen Mitarbeitenden, Fachleuten und im Quartier Engagierten denen von lokalen migrantischen Hausbesitzenden und im Bereich Sanierung Tätigen gegenübergestellt. Migrant:innengruppen haben den Stadtraum in einer Phase vorherrschender Abwanderung durch die Eröffnung von Geschäften und Institutionen sowie den Erwerb von Immobilien für sich erschlossen. Strukturelle Benachteiligungen, wie Diskriminierung auf dem Arbeitsmarkt, ihre Ansässigkeit im sozial stigmatisierten Gebiet sowie geringes ökonomisches Kapital versuchten sie durch den Einsatz von sozialem Kapital auszugleichen. Sanierungen erfolgten mit hoher Eigenleistung und Rückgriff auf private Netzwerke. Die Analyse des Erneuerungsprozesses im Leipziger Osten zeigt, dass in einer initialen Phase Pionier:innen von Planenden und der Denkmalpflege als essentiell für die Entwicklung angesehen wurden. Günstige Instandsetzungen durch Kleineigentümer:innen wurden akzeptiert, um Gebäude vor weiterem Verfall zu bewahren. Mit der zunehmenden Forderung nach Verwendung hochwertiger Materialen werden die Sanierungsleistungen nach ästhetischen und letztlich ökonomischen Kriterien bewertet. Gegenüber sozialen Folgen einer Aufwertung von Bausubstanz lässt sich eine unkritische Haltung der Denkmalpflege erkennen. Bei der Vermarktung der Bestände durch professionelle Investierende findet die Sozialgeschichte des Stadtteils wenig Berücksichtigung, positiv besetzte Merkmale des Quartiers, wie Multikulturalität werden selektiv aufgegriffen. Der Anteil migrantischer Akteur:innen an der Entwicklung wird durch die Öffentlichkeit unzureichend anerkannt. Auch die Wertschätzung von Planenden und im Quartier Engagierten erfolgt v. a. anhand des ökonomischen Status. Hohe Erwartungen an die Geschäftsstruktur und die Erscheinung des Straßenbildes können nicht erfüllt werden. Migrantische Hausbesitzende und im Bereich Sanierung Tätige benötigen für die Auseinandersetzung mit der Denkmalpflege kulturelles Kapital. Sie erkennen die Bedeutung des historischen Baubestandes für die Stadt und die Arbeit der Institution an, kritisieren jedoch Sanierungsauflagen bzw. Mitarbeitende der Denkmalpflege und können sich z. T. gegen diese behaupten. Lokale migrantische Kleineigentümer:innen leisten durch ihre Quartiersbindung einen Beitrag zur ökonomischen und sozialen Stabilisierung. Mit ihrer Aufstiegsorientierung fördern sie in der Vermietungspraxis jedoch nur bedingt die Integration anderer Migrant:innen und grenzen sich von statusniedrigen Gruppen im Quartier ab. Migrantische Hausbesitzende und Unternehmende nehmen sich selbst als erfolgreiche Vorreitende in einer heterogener werdenden ostdeutschen Stadtgesellschaft wahr. Sie erkannten frühzeitig das Entwicklungspotential und gehören zu den Initiierenden und Profitierenden der Inwertsetzung.
Anti-Gewalttrainings, Gewaltwissen und die institutionelle Erzeugung gewaltbefreiter Subjekte

Dieser Beitrag fragt danach, wie Wissen über Gewalt in Anti-Gewalttrainings produziert, vermittelt und sozial wirkmächtig wird. Auf Basis des kommunikativen Konstruktivismus werden diese Kurse als gewaltbezogene Institutionen begriffen, in denen eine Wissensordnung der Gewalt stabilisiert wird. Sie sollen Abweichungen von institutionalisierten Wirklichkeitsvorstellungen in Bezug auf Gewalt entgegenwirken. Dabei lassen sie sich als Selbsttechniken begreifen, durch welche die Kursteilnehmer*innen eine spezifische Subjektposition einüben, nämlich die des gewaltbefreiten Subjekts. Vor diesem Hintergrund wird anschließend zwischen konditionalen und konzessiven Anti-Gewalttrainings unterschieden. Erstere wenden sich an Personen, die tatsächlich von der institutionalisierten Wirklichkeitsvorstellung abgewichen sind und somit gesellschaftlich als Gewalttäter*innen eingestuft werden, während Letztere auf eine Klientel zielen, die potenziell von den gängigen Normen abweichen könnte, obwohl noch keine Gewalt aufgetreten sein muss. Abschließend wird gezeigt, dass den Kursleiter*innen eine wichtige Rolle im Subjektivierungsprozess und der Wissenskommunikation über Gewalt zukommt. Neben Wissen über Gewalt werden durch sie auch Wertbindungen, Legitimationen und Weltbilder vermittelt.
Für die einen also „Bausünde“, für die anderen ein erhaltenswertes Bauwerk – wie geht man damit um? Für wen gilt wann etwas als „Bausünde“ und wann als erhaltenswert, welche Ziele werden damit verfolgt und Konzepte aufgezeigt? Inwieweit spielen beispielsweise Aspekte wie Ästhetik, Funktionalität oder der allgemeine gesellschaftliche Kontext bzw. Wandel sowie das jeweils aktuelle und bauzeitliche planerische Leitbild bzw. Verständnis eine Rolle bei der Verwendung des Begriffs und den Umgang für konkrete Bauwerke? Und inwieweit steht der Erhaltungswert bzw. eine Denkmalwürdigkeit damit im Verhältnis und wie kann damit planerisch umgegangen werden?
Der Diskussion über den Umgang mit verschmähten Bauwerken will sich die vorliegende Abschlussarbeit nähern. Als Bauwerke werden hierbei sowohl Gebäude und Plätze als auch zur Erinnerung gesetzte Objekte wie Statuen verstanden.
This paper presents initial findings from the empirical analysis of community based social enterprise (SE) and non-profit organisation (NPO) ecosystems in Johannesburg. SEs and NPOs are widely recognised as contributors to the resilience of marginalised urban communities. However, the connection between these organisations , urban governance, and community resilience has not yet been sufficiently understood , particularly in African urban contexts. The 'Resilient Urban Communities' project focuses on Johannesburg as a case study to shed light on this under-researched topic. The key to exploring it is understanding SEs and NPOs as providers of public services, job creators, and promoters of good governance, all of which contribute to community resilience. Using this premise as a starting point, this paper investigates ecosystem conditions with a particular focus on state-civil society partnerships. Empirical data was generated through semi-struc-tured interviews and analysed with a grounded theory approach. Preliminary results of this ongoing research reveal that urban geography is a relevant ecosystem factor for SEs and NPOs from marginalised communities. We also suggest that co-production could be an opportunity for growth within the investigated state-civil society partnership.
Dieser Handlungsleitfaden möchte die Zusammenarbeit zwischen zivilgesellschaftlichen Akteuren und öffentlichen Verwaltungen erleichtern. Er enthält allerdings kein Patentrezept, mit dem eine solche Zusammenarbeit gebacken werden kann, sondern vor allem Anstöße, was es dabei alles zu bedenken gilt. Denn Ko-Produktionsprozesse, bei denen zivilgesellschaftliche Gruppen und Verwaltungen gemeinsam an der Umsetzung von Dienstleistungen und Infrastrukturen der Daseinsvorsorge arbeiten, sind komplexe und noch recht unerprobte Prozesse.
Die Planungsforschung hat sich spätestens seit der „kommunikativen Wende“ intensiv damit beschäftigt, wie mit Konflikten umgegangen werden soll und wird. Ansätze der „agonistischen“ Planungstheorie widersprechen der normativen Prämisse, Konsensbildung unter den Planungsbeteiligten anzustreben. Vielmehr wollen sie widerstreitende Positionen normativ für die räumliche Entwicklung fruchtbar machen. Zugleich betonen sie eine vermeintliche Dualität von Planung und Protest, die in der neueren Protesttheorie infrage gestellt wird. Dieser Beitrag zeigt aufbauend auf einer Diskussion von planungs- und protesttheoretischen Ansätzen und einer empirischen Analyse planungsbezogener Proteste in Deutschland, dass diese Proteste von den Planungsakteuren zwar immer stärker als „Normalität“ aufgefasst werden und antagonistische Partizipation trotz zunehmender Konflikthaftigkeit und vermeintlicher Infragestellung der repräsentativen Demokratie kulturell regelgebunden bleibt. Protesthandeln ist Teil ausdifferenzierter „Partizipationsbündel“, die situationsbezogen auch Teilnahme an Beteiligungsverfahren, direktdemokratische Verfahren und Klagen umfassen. Protestierende verfolgen dabei meist eine eher reformorientierte Agenda, die keiner „Zähmung“ bedarf. Allerdings können die zugrunde liegenden Konflikte häufig gar nicht „gelöst“ werden. Planenden hingegen können auch innerhalb eines agonistischen Planungsumfelds rationalistische und deliberative Ansätze zur Verfügung stehen, die sie situationsbezogen und strategisch nutzen.
Dieser Handlungsleitfaden möchte die gemeinwohlorientierte Vergabe von Räumen und Flächen an zivilgesellschaftliche Gruppen stärken. Er ist als Inspirationssammlung zu verstehen, die den Weg zu neuen Kooperationen zwischen öffentlichen und zivilgesellschaftlichen Akteuren erleichtern soll. Wissenswertesund inspirierende Beispiele bieten eine Starthilfe, um nicht nur einzelne stadträumliche Experimente zu wagen, sondern die gemeinwohlorientierte Flächen- und Raumvergabe an zivilgesellschaftliche Gruppen kommunal zu verankern. Denn öffentliche Liegenschaften sind nach vielen Jahren der Privatisierung eine rare Ressource, die umso mehr dem Gemeinwohl dienen sollte.
The thesis addresses journalistic, administrative and judicial historical documentation to analyze the links between aridity and geographical imaginaries in the province of Catamarca (Argentina), from a historical point of view. The research aims to contribute to the understanding of the "non-hegemonic" versions of Modernity, its territoriality and the productions of geographic imaginaries that they involve. To provide a broad purpose, it raises as an object of study the ways in which "modern" practices, actors, links, discourses and expectations about the territory are mobilized when they are located in a space in "other" water conditions. those that are intended to "civilize" it.
The general objective of the research is to analyze time-space controversies around water in the city and valley of Catamarca towards 19th and 20th centuries. The specific objectives derived are a) analyzing how various actors are related to waters behavior - in other words, the local water regime – in Catamarca and the meanings built around it. b) to analyze the controversies about the place of Catamarca and its water regime in the local and national geographic imaginary. c) analyze controversies in which the relationships between actors and materialities involved in modernization projects are put into discussion.
These concerns by the experience of the actors and by the historical-spatial imagination of the territory, combined, led to the construction of an interdisciplinary methodology based on tools from anthropology, sociology, geography and history.
Städten kam bei demokratischen Innovationsprozessen immer eine zentrale Rolle zu. Die öffentlichen Verwaltungen der großen Städte stellten Regeln für die Einführung und Ausweitung der bürgerschaftlichen Partizipation auf und reagierten damit auf Erfahrungen und Forderungen, die von der schöpferischen politischen Kraft der sozialen und urbanen Bewegungen getragen wurden. Die Geschichte Barcelonas ist dafür ein typisches Beispiel.
Dank dieser sozialen Errungenschaften können wir von einer Reihe von Gütern und Dienstleistungen profitieren, die lokale Wohlfahrtssysteme ausmachen. Die Stadtverwal-tungen übernehmen die Aufgabe, Ressourcen und Dienstleistungen bereitzustellen, die nicht nur mit Wohlfahrt und Gesundheit in Verbindung stehen, sondern auch mit der Sorge um Umfeld und Umwelt, mit der Förderung von Maßnahmen in Bereichen wie Bildung, Kultur, Kunst oder Sport sowie mit der Dynamisierung von Wirtschaft und Gesellschaft. Ob zuständig oder nicht, die Kommunen müssen auf die Forderungen der Bürger*innen reagieren, sind sie doch die Verwaltungen, die den alltäglichen Problemen und Bedürfnissen am nächsten stehen. Daher liegt es weniger im Belieben der Stadtverwaltungen, ob sie notwendige Innova¬tionen anstoßen, sondern diese sind vielmehr Teil ihres Aufgabenbereichs.
Um den Bedürfnissen der Bürger*innen seitens der öffentlichen Verwaltung gerecht zu werden, kam in den meisten Fällen eine von zwei Methoden zur Anwendung: die direkte Verwaltung durch die Behörden oder die indirekte Verwaltung mit dem privaten Sektor. Mit dem Anbruch einer neuen Zeit, in der alternative Methoden an Bedeutung gewonnen haben, wächst das Interesse an Modellen öffentlich-zivilgesellschaftlicher Zusammenarbeit. Hauptziel dieser Modelle ist es, Verwaltungen und Bürgerschaft eine Zusammenarbeit im gemeinsamen und allgemeinen Interesse zu ermöglichen, indem Projekte unterstützt werden, die Zugang, Nähe und Partizipation in sich vereinen. Vor diesem Hintergrund bietet die Verwaltung öffent¬licher Ressourcen Möglichkeiten zur Entwicklung neuer Formen kollektiver Intelligenz, mit ge¬meinsamer Verantwortung und Synergie zwischen Institution und Bürgerschaft, sodass die Städte zu wahrhaft kooperativen Plattformen für öffentliche Innovationen werden.
The Gated Community (GC) phenomenon in Latin American cities has become an inherent element of their urban development, despite academical debate, their approach thrives within the housing market; not surprisingly, as some of the premises on which GCs are based, namely safety, control and supervision intersperse seamlessly with the insecure conditions of the contexts from which they arise. The current security crisis in Mexico, triggered in 2006 by the so-called war on drugs, has reached its peak with the highest insecurity rates in decades, representing a unique chance to study these interactions. Although the leading term of this research, Urban Agoraphobia, implies a causal dichotomy between the rise in the sense of fear amongst citizens and housing confinement as lineal consequence, I acknowledge that GCs represent a complex phenomenon, a hub of diverse factors and multidimensional processes held on four fundamental levels: global, social, individual and state-related. The focus of this dissertation is set on the individual plane and contributes, from the analysis of the GC’s resident’s perspective, experiences and perceptions, to a debate that has usually been limited to the scrutiny of other drivers, disregarding the role of dweller’s underlying fears, motivations and concerns. Assuming that the current ruling security model in Mexico tends to empower its commodification rather than its collective quality, this research draws upon the use of a methodological triangulation, along conceptual and contextual analyses, to test the hypothesis that insecurity plays an increasingly major role, leading citizens into the belief that acquiring a household in a controlled and surveilled community represents a counterweight against the feared environment of the open city. The focus of the analysis lies on the internal hatch of community ties as potential palliative for the provision of a sense of security, aiming to transcend the unidimensional discourse of GCs as defined mainly by their defensive apparatus. Residents’ perspectives acquired through ethnographical analyses may provide the chance to gain an essential view into a phenomenon that further consolidates without a critical study of its actual implications, not only for Mexican cities, but also for the Latin American and global contexts.
Inhaltlich beschäftigt sich die Arbeit, die im Rahmen des Promotionsstudiengangs Kunst und Gestaltung an der Bauhaus-Universität entstand, mit der Erforschung sozio-interaktiver Potentiale der Videotelefonie im Kontext von Nähe und Verbundenheit mit Fokus auf Eigenbild, Embodiment sowie den Rederechtswechsel.
Die Videotelefonie als Kommunikationsform hat sich – und darauf deuten die Erfahrungen der Co- vid-19-Pandemie hin – im lebensweltlichen Alltag der Menschen etabliert und wird dort in naher Zukunft nicht mehr wegzudenken sein. Auf Basis ihrer Möglichkeiten und Errungenschaften ist es inzwischen Realität und Lebenswirklichkeit, dass die Kommunikation sowohl im privaten als auch im geschäftlichen Kontext mittels verschiedenster Kanäle stattfindet. Der Videotelefonie kommt hierbei als solche nicht nur eine tragende Funktion, sondern auch eine herausragende Rolle bei der vermeintlichen Reproduktion der Face-to-Face-Kommunikation im digitalen Raum zu und wird wie selbstverständlich zum zwischenmenschlichen Austausch genutzt. Just an diesem Punkt knüpft die Forschungsarbeit an. Zentral stand dabei das Vorhaben einer dezidierte Untersuchung des Forschungsgegenstandes Videotelefonie, sowohl aus Kultur- als auch Technikhistorischer, aber auch Medien-, Wahrnehmungs- wie Kommunikations- theoretischer Perspektive, indem analytische und phänosemiotische Perspektiven miteinander in Beziehung gesetzt werden (z.B. Wahrnehmungsbedingungen, Interaktionsmerkmale, realisierte Kommunikationsprozesse etc.). Damit verbundenes, wünschenswertes Ziel war es, eine möglichst zeitgemäße wie relevante Forschungsfrage zu adressieren, die neben den kulturellen Technisierungs- und Mediatisierungstendenzen in institutionellen und privaten Milieus ebenfalls eine conditio sine qua non der pandemischen (Massen-)Kommunikation entwirft.
Die Arbeit ist damit vor allem im Bereich des Produkt- und Interactiondesigns zu verorten. Darüber hinaus hatte sie das Ziel der Darlegung und Begründung der Videotelefonie als eigenständige Kommunikationsform, welche durch eigene, kommunikative Besonderheiten, die sich in ihrer jeweiligen Ingebrauchnahme sowie durch spezielle Wahrnehmungsbedingungen äußern, und die die Videotelefonie als »Rederechtswechselmedium« avant la lettre konsolidieren, gekennzeichnet ist. Dabei sollte der Beweis erbracht werden, dass die Videotelefonie nicht als Schwundstufe einer Kommunikation Face-to-Face, sondern als ein eigenständiges Mediatisierungs- und Kommunikationsereignis zu verstehen sei. Und eben nicht als eine beliebige – sich linear vom Telefon ausgehende – entwickelte Form der audio-visuellen Fernkommunikation darstellt, sondern die gestalterische (Bewegtbild-)Technizität ein eigenständiges Funktionsmaß offeriert, welches wiederum ein innovatives Kommunikationsmilieu im Kontext einer Rederechtswechsel-Medialität stabilisiert.
Real-world labs hold the potential to catalyse rapid urban transformations through real-world experimentation. Characterised by a rather radical, responsive, and location-specific nature, real-world labs face constraints in the scaling of experimental knowledge. To make a significant contribution to urban transformation, the produced knowledge must go beyond the level of a building, street, or small district where real-world experiments are conducted. Thus, a conflict arises between experimental boundaries and the stimulation of broader implications. The challenges of scaling experimental knowledge have been recognised as a problem, but remain largely unexplained. Based on this, the article will discuss the applicability of the “typology of amplification processes” by Lam et al. (2020) to explore and evaluate the potential of scaling experimental knowledge from real-world labs. The application of the typology is exemplified in the case of the Bauhaus.MobilityLab. The Bauhaus.MobilityLab takes a unique approach by testing and developing cross-sectoral mobility, energy, and logistics solutions with a distinct focus on scaling knowledge and innovation. For this case study, different qualitative research techniques are combined according to “within-method triangulation” and synthesised in a strengths, weaknesses, opportunities, and threats (SWOT) analysis. The analysis of the Bauhaus.MobilityLab proves that the “typology of amplification processes” is useful as a systematic approach to identifying and evaluating the potential of scaling experimental knowledge.
The objective of this thesis was to understand the 20th-century history of informal urbanisation in Europe and its origins in Madrid and Paris. The concept of informal urbanisation was employed to refer to the process of developing shacks and precarious single-family housing areas that were not planned by the public powers and were considered to be substandard because of their below-average materials and social characteristics. Our main hypothesis was that despite being a phenomenon with ancient roots, informal urbanisation emerged as a public problem and was subsequently prohibited in connection with another historical process occurred: the birth of contemporary urban planning. Therefore, its transformation into a deviant and illegal urban growth mechanism would have been a pan-European process occurring at the same pace that urban planning developed during the first decades of the 20th century.
Analysing the 20th-century history of informal urbanisation in Europe was an ambitious task that required using a large number of sources. To contend with this issue, this thesis combined two main methods: historiographical research about informal urbanisation in Europe and archival research of two case studies, Madrid and Paris, to make the account more precise by analysing primary sources of the subject.
Our research of these informal areas, which were produced mainly through poor private allotments and housing developed on land squats, revealed two key moments of explosive growth across Europe: the 1920s and 1960s. The near disappearance of informal urbanisation throughout the continent seemed to be a consequence not of the historical development of urban planning—which was commonly transgressed and bypassed—but of the exacerbation of global economic inequalities, permitting the development of a geography of privilege in Europe.
Concerning the cases of Paris and Madrid, the origins of informal urbanisation—that is, the moment the issue started to be problematised—seemed to occur in the second half of the 19th century, when a number of hygienic norms and surveillance devices began to control housing characteristics. From that moment onwards, informal urbanisation areas formed peripheral belts in both cities. This growth became the object of an illegalisation process of which we have identified three phases: (i) the unregulated development of the phenomenon during the second half of the 20th century, (ii) the institutional production of “exception regulations” to permit a controlled development of substandard housing in the peripheral fringes of both cities, and (iii) the synchronic prohibition of informal urbanisation in the 1920s and its illegal reproduction.
Der Aufruf, die Begriffe Stadt und Kritik in das Zentrum einer Debatte zu stellen, bietet die große Chance, uns weit über begriffliche Klärungen unseres gemeinsamen Arbeitsgegenstands hinaus – die ja auch für sich selbst sehr fruchtbar sein können – über die Funktion zu verständigen, die wir in der Gesellschaft ausüben, wenn wir räumliche Planung praktizieren, erforschen und lehren. Da in der Bundesrepublik nicht nur ein großer Bedarf, sondern auch eine beträchtliche Nachfrage nach öffentlicher Planung besteht und die planungsbezogenen Wissenschaften sich eines insgesamt stabilen institutionellen Standes erfreuen, laufen wir Gefahr, die gesellschaftspolitische Legitimation von Berufsfeld und Wissenschaft zu vernachlässigen, sie als gegeben zu behandeln. Wir müssen uns ja kaum rechtfertigen.
Der vorliegende Handlungsleitfaden hilft zivilgesellschaftlichen Organisationen und staatlichen Einrichtungen bei der Installation eines anonymen Behandlungs- oder Krankenschein für Menschen ohne Krankenversicherung. Dabei bündelt sich hier der Erfahrungsschatz verschiedener Initiativen aus dem gesamten Bundesgebiet.
Das Fahrrad ist ein Medium sozialer Veränderung. Seine vielfältigen utopischen Potenziale ergeben sich nicht zuletzt aus seinen ebenso vielfältigen und häufig übersehenen medialen Qualitäten: Es vermittelt, es verbindet, es übersetzt; es modifiziert Wahrnehmung und Organisation von Raum und Zeit, von Körpern und von Sozialität. Umgekehrt kann auch das medienwissenschaftliche Denken fahrradmedial verändert werden. Das Fahrrad ist nicht nur Medium des sozialen und ökologischen Wandels: Radfahren eröffnet Perspektiven, verändert Räume, lässt neue Relationen entstehen und teilt Handlungsmacht neu auf.
Fahrradutopien denkt vom Fahrrad aus und ergänzt dabei bestehende Ansätze zur Mobilitätsforschung um medienkulturwissenschaftliche Perspektiven. Die Beiträge verbinden Medienwissenschaften und Forschungen zu Fahrradaktivismus mit der Liebe zum Radfahren. Fokussiert werden Fahrradfilme und -vlogs, Verkehr und Infrastrukturen, Virtuelle Realität und Fahrrad, Fahrradkollektive und Fahrradfeminismus.
Zugang zu gesunder und nachhaltiger Ernährung ist in Berlin nicht für alle Menschen eine Selbstverständlichkeit. Um Ernährung für alle gewährleisten zu können, braucht es einen Wandel des Ernährungssystems in Berlin, der eine ökologische, klima- und sozialgerechte Nahrungsproduktion und Verteilung für alle Menschen in der Stadt ermöglicht.
Einen Beitrag um die Ernährung in der Stadt gerechter und nachhaltiger zu gestalten kann ein sogenannter LebensMittelPunkt (LMP) leisten.
LebensMittelPunkte entstehen meist aus ehrenamtlichen Initiativen, können aber auch in Zusammenarbeit mit städtischen Verwaltungen etabliert werden. Eine Zusammenarbeit zwischen zivilgesellschaftlichen Organisationen und Verwaltungen kann dabei Potenziale und Ressourcen freisetzen.
Dieser Leitfaden soll ernährungspolitischen Initiativen und Vereinen aus der Zivilgesellschaft sowie kommunalen oder bezirklichen Verwaltungen in Berlin – und darüber hinaus – Empfehlungen geben, wie ein LebensMittelPunkt in einer gemeinsamen Kooperation aufgebaut werden kann.
Im Heft zum zehnjährigen Jubiläum von sub\urban mit dem Themenschwerpunkt „sub\x: Verortungen, Entortungen" veröffentlichen wir eine Debatte, die von den bisherigen in unserer Zeitschrift in dieser Rubrik geführten textlichen Diskussionen abweicht. Im Vorfeld der Planungen für unsere Jubiläumsausgabe haben wir die aktuellen Mitglieder unseres wissenschaftlichen Beirats darum gebeten, zwei grundlegende Fragen von kritischer Stadtforschung in kurzen Beiträgen zu diskutieren: Was ist Stadt? Was ist Kritik?
Diese Dissertation untersucht Handlungsressourcen von zivilgesellschaftlichen Akteuren in Planungsprozessen um innerstädtische Planungsverfahren. Den theoretischen Rahmen bilden die Kapitalarten von Pierre Bourdieu, die zusammen mit dem Matrixraum von Dieter Läpple zu einem neuen Feldbegriff des ‚Raumfeldes‘ zusammengeführt und operationalisiert wurden. Es handelt sich um eine qualitative Arbeit, die zwischen Stadtsoziologie und Urbanistik zu verorten ist. Als Fallbeispiele wurde die Erweiterung des Berliner Mauerparks sowie das Baugebiet „So! Berlin“ in Berlin gewählt.
Teilhabe an Gesundheitsversorgung von aufenthaltsrechtlich illegalisierten Menschen in Deutschland

Die Gesundheitsversorgung in Deutschland ist seit den Bismarckschen Sozialreformen ein zunehmend institutionalisierter Teil der staatlichen Daseinsvorsorge im wohlfahrtsstaatlichen Gefüge. Institutionalisiert ist die Gesundheitsversorgung in korporatistischer Logik, das heißt in kooperativen Beziehungen zum privatwirtschaftlichen und zivilgesellschaftlichen Sektor und mit Befugnissen der Selbstverwaltung. Zudem fußt das Gesundheitssystem auf einem Versicherungssystem mit lohnabhängigen Abgaben. Institutionalisiert ist die staatliche Daseinsvorsorge jedoch auch in seinen Ausschlüssen. So werden Menschen ohne Bürgerrechte von vielen sozialen Rechten, wie von der Gesundheitsversorgung, ausgeschlossen, obwohl dieser Ausschluss im Widerspruch zu anderen konstitutiven Elementen des Nationalstaats steht.
In diesem Working Paper werden die grundlegende Strukturen des deutschen Gesundheitssystems und darin innewohnende Funktionslogiken der Produktion von Teilhabe dargestellt. Abschließend werden in Anlehnung an Kronauer die verschiedenen Dimensionen von Teilhabe an Gesundheitsversorgung in ihrer Produktions- und Ausschlusslogik im Wohlfahrtsregime dargelegt dabei auf die Gruppe der aufenthaltsrechtlich Illegalisierten fokussiert, denen gesellschaftliche Teilhabe in vielen Lebensbereichen, wie auch stark im Gesundheitsbereich, untersagt wird. Gleichzeitig soll dargestellt werden, wie zivilgesellschaftliche Akteur*innen auch gegen staatliche Vorgaben oder Anreize, Teilhabe (wieder-)herstellen.
Ernährung bestimmt unser tägliches Leben. Sie erfüllt in erster Linie die physiologische Notwendigkeit unseren Körper am Leben zu halten und ist gleichzeitig Alltagspraxis, durch welche gesamtgesellschaftliche Strukturen sichtbar werden. Innerhalb dieser Alltagspraxen erfüllt Ernährung vor allem eine wichtige Funktion in der Herstellung gesellschaftlicher Teilhabe oder kann strukturelle Ausschlüsse und soziale Ungleichheit bedingen. Dem Wohlfahrtsregime kommt somit eine wichtige Aufgabe in der Grundversorgung der Bevölkerung zu und muss innerhalb der Daseinsvorsorge auf Ausschlüsse von ernährungsbezogener Teilhabe einzelner Bevölkerungsschichten eingehen und sozialer Ungleichheit entgegenwirken. In diesem Working Paper soll der Fragestellung nachgegangen werden, inwiefern Teilhabe bzw. strukturelle Ausschlüsse von Ernährung innerhalb des bundesdeutschen Wohlfahrtsregimes hergestellt werden und durch welche politischen Praktiken und Forderungen aus der Zivilgesellschaft bzw. sozialen Bewegungen ernährungsvermittelte Teilhabe (wieder) hergestellt wird.
Warum werden in aktuellen Diskussionen Wohnungsgenossenschaften immer wieder als zentrale Akteure einer gemeinwohlorientierten Wohnraumversorgung benannt – obwohl sie kaum zur Schaffung neuen bezahlbaren Wohnraums beitragen? Warum wehrt sich die Mehrzahl der Wohnungsgenossenschaften mit Händen und Füßen gegen die Wiedereinführung eines Gesetzes zur Wohnungsgemeinnützigkeit, obwohl es doch gerade dieses Gesetz war, dass sie im 20. Jahrhundert zu im internationalen Vergleich großen Unternehmen wachsen ließ? Sind Wohnungsgenossenschaften nun klientilistische, wenig demokratische und nur halb dekommodifizierte Marktteilnehmer oder wichtiger Teil der Wohnungsversorgung der unteren Mittelschicht? Wer Antworten auf diese und andere Fragen sucht und Differenziertheit in ihrer Beantwortung aushält, lese Joscha Metzers Dissertation „Genossenschaften und die Wohnungsfrage.
Das Kernthema dieser Arbeit ist die Beschäftigung mit den Folgen des Uranbergbaus in dem Gebiet um die ehemalige Abbauregion der Wismut SAG/SDAG in Ronneburg (Ostthüringen). Dieses Thema wird unter historischen, sozialen, kulturanthropologischen und künstlerischen Aspekten betrachtet und in den Zusammenhang mit den weltweiten Voraussetzungen der Nuklearindustrie und Auswirkungen des Uranbergbaus und seiner Folgen gestellt. Die Arbeit legt dar, wie eine Uranbergbaufolgelandschaft entsteht und welches Wissen ist für ein angemessenes Verständnis des Phänomens wichtig ist. Es wird untersucht, ob Kunst bezüglich der Uranbergbaufolgelandschaft einen relevanten Beitrag leisten kann bzw. in welcher Form dies versucht wurde, bzw. stellte Arbeiten vor, die verwandete Themen bearbeitet haben. In Kombination dieser beiden Hauptaspekte geht die Arbeit der Frage nach, welche Faktoren die Uranbergbaufolgelandschaft prägen und ob es sinnvolle Beteiligungsfelder für künstlerisches Forschen oder Handeln gibt sowie welche Bedingungen hierfür erfüllt werdenmüssten. Die Kernthese der Arbeit ist, dass künstlerische Arbeiten im Themenfeld des Uranbergbaus unter bestimmten Bedingungen relevante Beiträge leisten können.
El presente trabajo se inscribe en el campo de los estudios urbanos y plantea como ejes estructurantes la intersección entre las políticas públicas, el barrio y las prácticas del habitar (de Certeau, 1996, 1999; Gravano, 2003) en el marco de las transformaciones del espacio urbano en los barrios pericentrales, también denominados tradicionales de la ciudad de Córdoba, particularmente lo acontecido en Barrio Güemes, durante el periodo 2010-2016.
El propósito del abordaje se inscribe en conocer y realizar aportes generalizables a la comprensión de las prácticas del habitar como unidad de análisis. En ese marco, el problema de investigación se formula en el siguiente interrogante: ¿cómo se modifican las prácticas del habitar en el marco de las transformaciones urbanas, en un modo de producción capitalista? Se entiende a las prácticas como acciones elementales de las “artes de hacer” que las personas ordinarias ponen en marcha en su vida cotidiana: para circular, cocinar, trabajar, vincularse. También, a través de las mismas resignifican los espacios, les otorgan una valoración (positiva o negativa), se identifican como parte de la identidad y a su vez se reconocen lugares de (des)encuentro y vías de circulación.
Para su abordaje se toma como unidad de estudio el caso de barrio Güemes. El recorte espacial (o físico) del trabajo empírico está localizado en la ciudad de Córdoba, y se sitúa en la periferia del área central. Esta localización permite comprender el surgimiento de las primeras expansiones urbanas como consecuencia del crecimiento demográfico y cómo estas, se transformaron en los primeros barrios. El recorte temporal se encuentra delimitado entre los años 2000 y 2016, respaldado intencionalmente por dos acontecimientos significativos: el censo de población (2001) y la celebración del Bicentenario de la Independencia en Argentina.
Los cambios materializados en ciertos espacios urbanos, tanto en ciudades latinoamericanas (Buenos Aires, Salvador de Bahía en Brasil, México Distrito Federal, etc.) como en otras partes del mundo (New Orleans en los Estados Unidos, el distrito de Kreuzberg- Friedrichshain en Berlín, el puerto de Hamburgo en Alemania, etc.) demuestran cómo estos espacios se van transformado acorde al modo de reproducción capitalista. Pues, se trataba de espacios que en algún momento cumplieron funciones económicas-sociales jerarquizadas y luego por la dinámica misma del capitalismo, la sobreacumulación, dejan de ser rentables y pasan a ser espacios “obsoletos”. En ese sentido, la omisión de acciones públicas y/o privadas, la desatención y el crecimiento de situaciones sociales conflictivas (delitos, inseguridad, degradación) en estos espacios, funciona como argumento para que los gobiernos locales comiencen a planear el futuro y modernizarlos.
De esta manera, se plantean políticas urbanas con el objetivo de impulsar acciones de renovación o rehabilitación para dinamizar económicamente determinados sectores. Dos elementos discursivos aparecen como posibilitadores del proceso de renovación urbana: el turismo y el patrimonio. En ese sentido, bajo la recuperación patrimonial de ciertos lugares se dinamizan los territorios, por lo que el turismo se vuelve una herramienta económica que produce un excedente de plusvalía. La puesta en valor de bienes tangibles e intangibles atrae la afluencia de visitantes y, a la vez, es rentable económicamente. Ahora bien, muchas veces los proyectos tienen en cuenta las variables morfológicas y físicas, dejando en un segundo plano el impacto en el espacio próximo y las relaciones entre los habitantes con su territorio. Actualmente los espacios elegidos por los municipios para la intervención pública y/o privada son los barrios, puesto que son espacios cercanos al centro y considerados estratégicos. Por lo general, el argumento es la necesidad de rehabilitar/renovar zonas poco aprovechadas o degradadas con el objetivo de mejorar la calidad de vida de la población y dinamizar el sector (Brites, 2017; Guevara, 2012). Desde los 2000 el barrio Güemes asiste a un proceso de crecimiento inusitado. La cantidad de artesanos se disparó y variedad de productos ofrecidos, emergieron los comercios que forman parte de la oferta comercial, gastronómica y cultural del barrio. Hace varios años, presenta nuevos actores económicos que se pueden observar en la apertura de galerías comerciales; ubicadas sobre el eje de las calles Belgrano, Achával Rodríguez, Fructuoso Rivera y la creciente aparición de edificaciones alrededor de la feria artesanal histórica; con la venta y exposición de piezas del arte plástico, gastronomía, negocios de diseñadores cordobeses y hasta la inclusión de la idea del del “desarrollo sustentable” en los techos de las galerías.
La modificación del corpus normativo, la aparición de edificación en altura y el boom económico tuvieron como resultado, la valorización del suelo urbano, la retroalimentación en el espacio con el emplazamiento de nuevas actividades comerciales y servicios culturales. A la par, en el espacio barrial se presentan nuevos residentes con otros hábitos y prácticas que ponen en disputa los modos de habitar en el espacio.
A riesgo de simplificar, estas transformaciones fueron producto de los cambios políticoideológicos, de los modelos e instrumentos de gestión urbana puestos en juego en los diversos momentos históricos y de las propias prácticas sociales y culturales de los habitantes. De esta manera, se centrará la mirada analítica en las transformaciones de las prácticas del habitar de los pobladores de los Barrios Güemes, en el marco de la metamorfosis del espacio urbano (atravesado por tendencias de mediatización y mercantilización de la experiencia) que conjugó un proceso de intersección y asociatividad entre políticas públicas y expansión inmobiliaria.
Überwachungspraktiken und –technologien sind in der heutigen Welt omnipräsent und wohl nicht mehr wegzudenken. Ob CCTV-Systeme, Biometrie oder Data Mining – unsere Gesellschaft befindet sich in einem ständigen Überwachungsmodus, der sich weit über einen begrenzten Raum oder zeitlichen Rahmen hinausstreckt. Überwacht wird überall: privat, am Arbeitsplatz oder im Cyberspace, und alles: Interaktionen, Äußerungen, Verhalten. Es werden Unmengen von Daten gesammelt, strukturiert, kombiniert, gekauft und verkauft.
Dieser Modus stellt mehr als eine bloße Neuauflage des Bentham-Foucaultschen Panoptikons dar: der aktuelle Überwachungsmodus, die informationelle Asymmetrie als ihren tragenden Pfeiler beibehaltend, dient nicht nur der Disziplinierung, sondern viel mehr der Kontrolle, die nicht primär negativ-sanktionierend, sondern positiv-leistungssteigernd wirkt: es ist nicht das Ziel, die Individuen zu bestrafen und ein bestimmtes Verhalten zu verbieten, sondern sie durch Belohnung, Interaktion und spielerische Elemente dazu zu bringen, sich auf die gewünschte Art zu verhalten und im Endeffekt sich selbst zu überwachen. Die Kontrolle wird auf diese Weise zum zentralen Schauplatz der Machtausübung, die sich über das Beobachten, Speichern, Auswerten und Sortieren vollzieht. Diese Prozesse hinterlassen keinen Frei- oder Spielraum für Ambiguität; sie verwirklichen die Diktatur der klaren Kante, der Klassifizierung und Kategorisierung ohne Schattierungen. Die Macht selbst befindet sich in einem kontinuierlichen Fluss, sie ist ubiquitär, dennoch schwer lokalisierbar. Sie fungiert nicht mehr unter dem Signum einer pseudosakralen zentralen Instanz, sondern wird durch diverse Akteure und Assemblages kolportiert. Die durch sie implizierten Praktiken der Selbstkontrolle, kulturgeschichtlich ebenfalls religiös oder zumindest philosophisch konnotiert, sind die neuen Rituale des Sehens und Gesehen-Werdens.
Im Zeitalter der elektronischen Datentechnologien gibt es diverse Agenten der Überwachung. Vom besonderen Interesse sind dabei die Wearables, weil sie intim, affektiv und haptisch arbeiten und so, über das Sehen und Gesehen-Werden hinaus, das Berühren und Berührt-Werden und somit die Neuregulierung von Nähe und Distanz ins Spiel bringen. Sie schreiben sich zwar in eine Vermessungstradition eins, die ihre Ursprünge mindestens im 19. Jahrhundert hat, unterscheiden sich aber von dieser in ihrer Intensität und Sinnlichkeit.
Die interdisziplinäre Dissertationsschrift lässt sich im Horizont internationaler Forschungen zu Denkmalwerten, neuer Ansätze in der Kultur- und Wissensvermittlung rund um Baudenkmale sowie künstlerisch- ethnographischem Forschen an und mit Denkmalen verorten.
Der erste Teil der Arbeit widmet sich Denkmalen und der Denkmalpflege im Kontext künstlerischer und sozialwissenschaftlicher Allianzen. Ausgangspunkt ist die Feststellung, dass die Denkmalpflege zwar sehr vieles über Denkmale weiß, aber kaum etwas über deren Rezeption beim breiten Publikum. Im Mittelpunkt steht die Frage, wie hier Praktiken der bildenden Kunst und Arbeitsweisen der Kulturanthropologie die Disziplin der Denkmalpflege bereichern können, oder sogar müssen.
Den zweiten Teil bildet eine empirische Studie, in der die populäre Wahrnehmung von Denkmalen qualitativ erforscht wird. Das Schloss und Rittergut Bedheim im südlichen ländlichen Thüringen dient dabei als konkreter Untersuchungsort. Reaktionen von Besucherinnen und Besuchern werden mit Hilfe von drei künstlerischen Eingriffen angeregt und diese dann ethnographisch-offen dokumentiert und ausgewertet.
Auf dieser Basis werden Zugänge zum Denkmal ermittelt. Während die meisten BesucherInnen das Denkmal als „Arbeit“ wahrnehmen, geraten einige ins „Träumen“ oder „Erinnern“, man „genießt“ das Ensemble als authentische und ästhetische Ressource, oder findet Zugang über das spontane „Erklären“ baukonstruktiver oder baulicher Situationen. Für andere bedeutet der Besuch die „Teilhabe“ an einem Prozess. Schloss Bedheim wird als Ort stetiger Veränderung geschätzt. In der Wahrnehmung der BesucherInnen verquicken sich Aspekte des Bewunderns mit solchen des Abgrenzens. Die eigene Alltagswelt und das eigene Zuhause bilden hierbei Bezugspunkte. Schloss Bedheim wird auf diese Weise zum Imaginationsraum, zur Energietankstelle und zur gern besuchten Problemwelt.
Die Ergebnisse der Arbeit liegen in zwei Erkenntnisfeldern: Auf einer methodischen Ebene zeigt sie, wie in der Denkmalpflege vertiefte Fachlichkeit mit einer tatsächlichen Kontaktaufnahme mit dem Publikum verbunden werden kann und damit soziale Gefüge an Baudenkmalen qualitativ ermittelt werden können. Ebenso wird deutlich, dass künstlerische Eingriffe Auslöser von Gesprächen sind, als Kontaktflächen zur Alltagswelt dienen und so zu einer vielfältigen Auseinandersetzung mit Denkmalen führen.
Auf einer inhaltlichen Ebene liefert die Arbeit Erkenntnisse zu Wahrnehmungsweisen von Denkmalen. Neben den erwähnten Zugängen, wird die Existenz und Bedeutung einer regional vernetzten Wahrnehmung von Denkmalen aufgedeckt. Des Weiteren zeigen die Ergebnisse, dass das Öffnen von Baudenkmalen als und im Prozess ungenutzte Potentiale birgt und es wird angeregt, dies in zukünftigen denkmalpflegerischen Konzepten eine größere Rolle spielen zu lassen. Die Vision eines „Kompendiums der Zugänge“ wird entwickelt, mit dessen Hilfe sich ein enormes Wissen über Rollen und Bedeutungen die Baudenkmale in unserer Gesellschaft spielen, sammeln ließe.
Housing estates were fundamentally conceived upon state socialist utopia ideas to provide standard housing for citizens. While former state socialist housing estates have been extensively researched in the field of architecture, urban and sociology studies, there is still a gap in identifying how production processes affect morphological changes during the post-socialist era. This thesis compares the processes in the production of the largest housing estates of Marzahn in GDR and Petržalka in Czechoslovakia from 1970 to 1989 through contextual analysis of primary and secondary sources, which include visual maps, diagrams from professional architecture and planning journals, government documents and textbooks, as well as academic journals, books and newspaper articles. Then it discusses how these processes inadvertently created conducive conditions affecting their development in the market economy after 1989. It then interprets the results through application of Actor-Network Theory and Historical Institutionalism, while conceptualising them through David Harvey’s dialectical utopianism theory. Harvey (2000) delineates two types of utopia, one of spatial form and one of process. The former refers to materialised ideals in physical forms whereas the latter refers to the ongoing process of spatializing. The thesis aims to show how the production of Marzahn in GDR was more path dependent on policies established in 1950s and 1960s whereas Petržalka was a product of new Czechoslovakian policies in 1970s, changing aspects of the urban planning process, a manifestation of a more emphatic technocratic thinking on a wider scale. This ultimately influences the trajectories of development after 1989, showing more effects in Petržalka.

An urban regeneration manifests itself through urban objects operating as change agents. The en-tailed diverse effects on the surroundings demonstrate experimental origin - an experiment as a preplanned but unpredictable method. An understanding of influences and features of urban ob-jects requires scrutiny due to a high potential of the elements to force an alteration and reactions. This dissertation explores the transformation of the milieu and mechanisms of this transformation.

Die Corona-Krise hat die Erosion städtischer Solidarität offen zu Tage treten lassen. Dagegen bringen Anton Brokow-Loga und Frank Eckardt in dieser Schrift die praktische Utopie einer solidarischen Postwachstumsstadt „auf den Punkt“.
Vom Commoning über die Umverteilung der städtischen Flächen bis zu einer sozial-ökologischen Verkehrswende: Eine progressive Stadtpolitik für alle überwindet bisheriges Schubladendenken. Sie setzt stattdessen auf heterogene Zusammenhänge und ungewöhnliche Bündnisse. Zu dem hier umrissenen Vorhaben gehört auch, eine basisdemokratisch orientierte Stadtpolitik mit dem Ziel einer umfassenden Transformation von Stadt und Gesellschaft zu verknüpfen.
Wie kann ein Blick auf die kommunale Ebene helfen, globalen Ungerechtigkeiten zu begegnen? Welchen Weg weisen munizipalistische Plattformen und Vergemeinschaftungen jenseits von Privat- oder Staatseigentum?
Im Südwesten Weimars befindet sich ein leerstehender Gebäudekomplex, der im Stadtraum heute unter dem Namen Funkhaus und vor allem für studentisch organisierte Partys bekannt ist. Doch das Gebäude entstand ursprünglich nicht als Radiostation, sondern zwischen 1937 und 1944 als Prestigeprojekt des nationalsozialistisch zugespitzten Nietzsche-Kults. Diese Projektarbeit beleuchtet anhand von Archivalien und Expertinneninterviews die Nutzungsgeschichte der ehemaligen »Nietzsche-Gedächtnishalle« und wirft die Frage auf, ob und wie ein solcher NS-Bau als Partylocation genutzt werden kann.
Im ersten Working Paper des Forschungsprojekts „Städtische Ko-Produktion von Teilhabe und Gemeinwohl. Aushandlungsprozesse zwischen zivilgesellschaft lichen Akteuren und kommunalen Verwaltungen“ möchten wir die von uns verwendeten zentralen Begrifflichkeiten definieren sowie einige Grundannahmen erläutern. Im Anschluss an Definitionen der Begriff e Wohlfahrtsregime, Teilhabe, Gemeinwohl, Governance, Zivilgesellschaft und soziale Bewegungen erfolgt eine Analyse der heutigen Krise von Teilhabe, die wir als Ausgangspunkt zur Untersuchung unserer Fallstudien definieren.
Das Working Paper dient sowohl der internen Selbstverständigung im Projekt als auch dem Austausch mit anderen Forschenden in der Förderlinie „Teilhabe und Gemeinwohl“ des Bundesministeriums für Bildung und Forschung (BMBF) sowie darüber hinaus mit Projekten, die sich ähnlichen Themen widmen.
Smart Cities and Mobility Stations: Lessons learned from the Smarter Together in Vienna and Munich

With an increasing urban population and urban problems arising from this unplanned growth, several projects aimed at promoting sustainable urban development have emerged. Smart mobility strategies, such as shared mobility and mobility stations, represent some of the solutions to promote changes in travel behavior. Despite its beneficial impacts, however, the implementation of such infrastructure is criticized for not contributing to current urban issues, as well as often disregarding knowledge about urban space and its functioning.
In this context, the Smarter Together, a joint research and innovation project funded through the European Union program H2020, was implemented. The project selected three lighthouse cities to test and upscale innovative solutions: Vienna, Munich, and Lyon.
This master thesis presents the main characteristics of the mobility stations systems implemented in Vienna and Munich in the scope of the project Smarter Together. Its main goal is to share what can be learned from their experiences while approaching critically the concept of smart cities. This master thesis identifies important aspects to take into account when planning, implementing, and operating mobility stations, and provides an understanding of smart cities and smart mobility that goes beyond the adoption of technology. Several methods were combined for the development of this master thesis, such as quantitative secondary data, observational studies, application of survey forms, explorative expert interviews, and literature review.
This work has demonstrated that the Smarter Together has a cutting-edge scope and contributed greatly to research and innovation, by creating living laboratories to test the application of technology in the urban environment. However, from the perspective of the mobility stations assessment, many caveats were made. In short, many lessons could be learned and are presented throughout this work aiming at contributing to the improvement of the mobility stations implemented in the project areas in Munich and Vienna, as well as for inspiring other cities in Europe and worldwide.
Space is a social product and a social producer. The main aim of this thesis is to reveal ‘the process of totalitarian city making in Pyongyang’, especially in the light of the interaction between the power and urban space.
The totalitarian city of Pyongyang was born out of modernization in the process of masses formation. During the growth of colonial capitalism and Christian liberal ideas, Pyongyang was modernized and displayed the characteristics of a modern city with industrialization and urbanization. During the introduction of Japanese colonial capitalism, peasants, women, and slaves became the first masses and urban poor, and they later transformed into the mob; their violence was finally demonstrated during the Anti-Chinese Riot.
After the 1945 independence, Kim’s regime formed the one-party state with a cry for revolution. They produced an atmosphere of imminent war to instill fear and hatred into the psyche of Pyongyang citizens. The regime eliminated all political opponents in 1967 and finally declared the totalitarian ideology in 1974. During this process, Pyongyang demonstrated two main characteristics of a totalitarian city: the space of terror and of ideology. The space of terror produces the fear of death and the space of ideology controls the thought and life of citizens.
After entry to the market, to keep Kim’s controlling power, the regime used the strategy of location exchange. The camp, market, and Foreign Currency Shop were effective tools to prepare for executives’ gifts. However, the market also produces the desire not only for consumption but also for freedom and truth; it is tearing down the foundation of the totalitarian city of Pyongyang.
This research focuses primarily on the interaction between political power and urban space. In the process of making a totalitarian city, the power produced urban space and it influenced the psyche of Pyongyang citizens. Even though this spatial transition has created the totalitarian city and helped maintain political power, it also led and produced intended or unintended social variation in Pyongyang society.
Why isn't Google welcome in Kreuzberg? Social movement and the effects of Internet on urban space

Advances in information and communication technologies such as the Internet have driven a great transformation in the interactions between individuals and the urban environment. As the use of the Internet in cities becomes more intense and diverse, there is also a restructuring of urban space, which is experienced by groups in society in various ways, according to the specificity of each context. Accordingly, large Internet companies have emerged as new players in the processes of urbanization, either through partnerships with the public administration or through various services offered directly to urban residents. Once these corporations are key actors in the digitalization of urban services, their operations can affect the patterns of urban inequality and generate a series of new struggles over the production of space. Interested in analyzing this phenomena from the perspective of civil society, the present Master Thesis examined a social movement that prevented Google to settle a new startup campus in the district of Kreuzberg, in Berlin. By asking why Google was not welcome in that context, this study also sought to understand how internet, as well as its main operators, has affected everyday life in the city. Thus, besides analyzing the movement, I investigated the particularities of the urban context where it arose and the elements that distinguish the mobilization’s opponent. In pursuit of an interdisciplinary approach, I analyzed and discussed the results of empirical research in dialogue with critical theories in the fields of urban studies and the Internet, with emphasis on Castells' definitions of urban social movements and network society (1983, 2009, 2015), Couldry's and Mejias' (2019) idea of data colonialism, Lefèbvre's (1991, 1996) concepts of abstract space and the right to the city, as well as Zuboff's (2019) theory of surveillance capitalism. The case at hand has exposed that Google plays a prominent role in the way the Internet has been developed and deployed in cities. From the perspective accessed, the current appropriation of Internet technologies has been detrimental to individual autonomy and has contributed to intensifying existing inequalities in the city. The alternative vision to this relies mainly on the promotion of decentralized solidarity networks.
This thesis explores how cultural heritage plays a role in the development of urban identity by engaging both actively and passively with memory, i.e. remembering and forgetting. I argue that architectural heritage is a medium where specific cultural and social decisions form its way of presentation, and it reflects the values and interests of the period. By the process of remembering and forgetting, the meanings between inhabitant and object in urban environment are practiced, and the meanings are created.
To enable the research in narrative observation, cultural tourism management is chosen as the main research object, which reflects the alteration of interaction between the architectural heritage and urban identity. Identifying the role of heritage management, the definition of social resilience and the prospects of cultural heritage as a means of social resilience are addressed. Case region of the research is East Ger- many, thereby, the study examines the distinct approaches and objectives regarding heritage management under the different political systems along the German reunification process.
The framework is based on various theoretical paradigms to investigate the broad research questions: 1) What is the role of historic urban quarters in the revitalisation of East German towns? 2) How was the transition processed by cultural heritage management? 3) How did policy affect residents’ lives?
The case study is applied to macro level (city level: Gotha and Eisenach) and micro level study (object level: specific heritage sites), to analyse the performance of selective remembering and making tourist destination through giving significance to specific heritage. By means of site observations, archival research, qualitative inter- views, photographs, and discourse analysis on printed tourism materials, the study demonstrates that certain sites and characteristics of the city enable creating and focusing messages, which aids the social resilience.
Combining theory and empirical studies this thesis attempts to widen the academic discussion regarding the practice of remembering and forgetting driven by cultural heritage. The thesis argues for cultural heritage tourism as an element of social resilience and one that embraces the historic and cultural identity of the inhabitants.
A complex artistic research on the theme of cultural heritage and (neo)colonial processes of material and immaterial expropriation. Starting from the encounter with a phonographic relic at the Berliner Phonogramm-Archiv, the artist embarks on a journey to her own roots embodied in the practice of the Afro-Brazilian religion Candomblé. In the form of a theoretical treatise, an archive (photos, diagrams, maps, newspaper clippings, letters, documents), as well as a sound performance in the public space of the city of Weimar, several theoretical and performative elements are brought together in this transmedia artistic research that proposes a true decolonial practice.
The thesis concerns a work of urban history intended not to describe the city but rather to interpret it. By doing so, I have interpreted the city by means of the role played by the so-called ‘great property’ in the European city-making process during the last three decades of the 20th century, specifically focused on the concrete case of military properties in Italy. I have also considered the role played by other kinds of great properties, i.e. industries and railway, which previously acted in the production of the built environment in a different way respect to the military one. As all of them have as common denominator the fact of being ‘capital in land’, I analysed great industrial and railway properties in order to extrapolate a methodology which helped me to interpret the relationship between military properties and city-making process in Europe in the late 20th century.
I have analysed the relationship between the capital in land and the city-making process on the ground of the understanding the interrelation between the great property, the urban development, and the agents involved in the urban and territorial planning. Here I have showed that urban planning is not the decisive factor influencing the citymaking process, but instead the power held by the capital in land. I have found that is the great property the trigger of the creation of new ‘areas of centrality’ intended as large areas for consumerism. As far as the role played by great property is concerned, I have also discovered that it has evolved over time. Originally, industrial and railway properties have been regenerated into a wide range of new profit-driven spaces; successively, I have found out that most of the regeneration of military premises aimed to materialise areas of centrality. The way of interpreting this factor has been based on focusing my attention on the military premises in Italy: I have classified their typology when they have been built and, most importantly, when they have been regenerated into new areas of centrality.
What you are about to read is the very last issue of the ZMK. Since our overall research enterprise, the IKKM, has to cease all of its activities due to the end of its twelve years’ funding by the German federal government, the ZMK will also come to an end. Its last topic, Schalten und Walten has also been the subject of the concluding biannual conference of the IKKM, and we hope it will be a fitting topic to resume the research of the IKKM on Operative Ontologies.
Although this final issue is in English, we decided to leave its title in German: Schalten und Walten. As it is the case for the name of the IKKM, (Internationales Kolleg für Kulturtechnikforschung und Medienphilosophie), the term seems untranslatable to us, not only for the poetic reason of the rhyming sound of the words. Switching and Ruling might be accepted as English versions, but quite an unbridgeable difference remains. In German, Schalten und Walten is a rather common and quite widespread idiom that can be found in everyday life. Whoever, the idiom stipulates, is able to execute Schalten und Walten has the power to act, has freedom of decision and power of disposition.
Although both terms are mentioned together and belong together in the German expression Schalten und Walten, they are nevertheless complements to each other. They both refer to the exercise and existence of domination, disposal or power, but they nonetheless designate two quite different modes of being. Schalten is not so much sheer command over something, but government or management. It is linked to control, intervention and change, in short: it is operative and goes along with distinctive measures and cause-and-effect relations. The English equivalent switching reflects this more or less adequately.
This research seeks to make an exploratory study of the strategies used by the creators of monuments, memorials, and commemorative places located in the public spaces that use sound as one of the primary raw material in their design. The term acoustic monu-memorials was coined in this research to encircle these structures and places. In order to achieve the goal of this research, it was necessary to compile a number of samples, primarily after the digital recording era of captured sound around 1971 to the present. The compilation was relevant because such a compendium was not found in the literature, and to the author's knowledge, a comprehensive investigation of the strategies used in planning acoustic monu-memorials in the urban spaces does not exist.
The method used to create such compendium was to send a question to people with different background identities, such as visual and sound artists, musicians, art curators, and heritage scholars among others. This question produced a selection of 51 examples of acoustic monu-memorials located in public spaces. Subsequently, the examples were classified into four major categories according to their form and nature. Additionally, two examples from the main categories were chosen as case studies: The Sinti and Roma Memorial in Berlin, Germany and the Niche monument in Cali, Colombia. These study cases were presented, described, and analysed in detail as they represent the type of what could be defined as an acoustic monu-memorial in general.
Lynch’s (1960) five elements that help individuals build the image of the city were transferred and used as a tool to help to build this image into acoustic terms. A thorough analysis of the acquired data yielded found the strategies used by the designers to shape, modify, transform, and structure public space. These strategies are entitled Sound Spaces. Moreover, a list entitled Urban Acoustic Commemoration Code was compiled. This list of suggestions addresses urban planners, architects, artists, designers, and general public interested in the aspects involved when creating acoustic commemoration phenomena in public spaces.
Seit 50 Jahren wird über Erklärungsansätze für Gentrifizierung gestritten. Sehr viel länger schon wandert anlagesuchendes Kapital von einem
Ort zum anderen und hinterlässt dabei Investitionsruinen einerseits und Menschen, die durch Verdrängung ihr Zuhause verlieren, andererseits. Sehr viel kürzer erst wird der Begriff Gentrifizierung hier und da von sozialen Bewegungen aufgegriffen, die sich mit letzterem Phänomen auseinandersetzen.
In diesem Beitrag soll es nicht um die wissenschaftliche Debatte um Erklärungsansätze für Gentrifizierung und auch nicht um die wissenschaftliche Relevanz des Begriffes gehen, sondern um seine Rolle und Funktion in sozialen Bewegungen.
In diesem Dokument gehen wir den gesamten Fragebogen für die vollständige Gemeinwohlbilanz (kurz GB, katalanisch Balanç Comunitari bzw. BC) Frage für Frage durch und erklären, was mit jeder einzelnen Frage gemeint ist und welche Informationen anzugeben sind. Es wird daher sehr empfohlen, vor dem Ausfüllen des Fragebogens in der App einen Blick auf den gesamten Fragenkatalog zu werfen, weil dies die Erhebung der Daten und die Verteilung der Aufgaben auf die verschiedenen mit der Erstellung der GB befassten Personen erleichtert. Die GB ist ein Selbstevaluierungstool, mit dem Organisationen ihre Tätigkeit unter Umwelt-, Sozial- und Governance-Aspekten bewerten können.

Research in cultural techniques and media philosophy owe their existence to the fading and passing, the becoming impossible, and finally even the ban on ontology. Just like media history and media theory, they even represent a form of processing of this ending of ontology and a reaction to it. The concept of »Being«, the singular subject of all ontology, taken as unchangeable and as residing somewhere behind or even above all its realizations, concretions and manifestations in the materially existing world, had already been strongly suspected by positivism, vitalism and phenomenology, but had not yet been stripped off. Existential philosophy then ventured further, until finally a number of diverse schools of thought like Foucault’s history of knowledge or Derrida’s deconstruction, Quine’s logic, Heinz von Foerster’s constructivism, Luhmann’s functionalism, or process philosophy in the aftermath of Whitehead could definitively reject ontology with highly effective—albeit strongly diverging—reasons and arguments. These theories and philosophical schools did not agree on anything but on the rejection of ontology. Accordingly, the »ontological difference«, which provided that one could not speak about »Being« in the same way as about an existing being, had to be reconsidered. One solution was to project the ontological difference back into the multitude and materiality of the existing and to provide it with a new language of description and to read it against the backdrop of new types of questions. The offer that media theory and history, the cultural techniques approach, and media philosophy were able to make—successfully—in this situation was essentially a reappraisal not only of technics (»Die Technik«) in the ontological sense, but of technologies and techniques, of practices and their aesthetics. To use Heideggers terms, the focus was now set on »switching« (»Schalten«) rather than on »ruling« (»Walten«). The ban on ontology was nonetheless fully respected, and in cultural and media studies the observation of techniques and technologies, means and processes of the incessant self-differentiation of anything that is ruled out the persistent stunning standstill vis-à-vis the great ontological difference of Being and the existing beings.

Neue Medien rufen regelmäßig neue Utopien auf den Plan, die sich untereinander stark ähneln können. Regelmäßig bekommen wir eröffnet, dass, von den Uninformierten noch unbemerkt, eine Medienrevolution im Gange sei, die das Potenzial habe, die Welt grundlegend zu verändern. Diese Erwartungen gelten meistens einem in jeder Hinsicht umwälzenden Zuwachs an Gleichheit und Freiheit Aller. Meistens enden sie jedoch dann in der Feststellung eines Zuwachses an Geld und Macht in den Händen Weniger. So war es beim Radio, beim Video, beim Internet, bei den »sozialen Medien«. Und so ist es auch heute wieder. Eine Medienrevolution finde statt, so hört und liest man, die sich nicht auf kalifornischen Theaterbühnen oder auf Konsumentenelektronik-Messen wie der IFA in Gestalt neuer Gadgets öffentlich präsentiert. Sie spielt sich jenseits der Terminals im unsichtbaren Reich der Vernetzung ab und betrifft subkutan die mediale Instituiertheit der Gesellschaft selbst: die Blockchain.
This dissertation concerns the changing role of fashion in the context of modern cities. In approaching this process, the research investigates the media discourse based on representations of fashion by cities and of cities by fashion. Moreover, this research focuses on fashion understood as a multidimensional phenomenon that aims to provide an explanation of urban spaces through fashion terms, actions, and garments. Additionally, cities are considered from the cultural geography approach that highlights the cultural component of urban spaces expressed in social and cultural practices in physical reality. Following this idea, it is suggested here that fashion today not only participates in the urban life as its significant component but also creates city images and representations of urban lifestyle through the fashion paradigm. In other words, fashion redefines urban spaces; at the same time, urban spaces are interpreted as a stage for fashion processes.
By integrating in social research the fields of urban studies and fashion studies, this dissertation offers the discussion considering the fashion phenomenon not only as an urban phenomenon of modern reality. On the one hand, such discussion concerns the re-conceptualization of urban phenomena by the fashion influence; on the other hand, it relates the re-contextualization of fashion in a city. The empirical focus is based on the media context of fashion magazines in which variety of possibilities to represent fashion and cities lead to promising interpretations and analysis. The idea of representation specifies the ways of constructing the notion of urban space as fashionable space and the notion of fashion as placed in the urban context.
