Städten kam bei demokratischen Innovationsprozessen immer eine zentrale Rolle zu. Die öffentlichen Verwaltungen der großen Städte stellten Regeln für die Einführung und Ausweitung der bürgerschaftlichen Partizipation auf und reagierten damit auf Erfahrungen und Forderungen, die von der schöpferischen politischen Kraft der sozialen und urbanen Bewegungen getragen wurden. Die Geschichte Barcelonas ist dafür ein typisches Beispiel.
Dank dieser sozialen Errungenschaften können wir von einer Reihe von Gütern und Dienstleistungen profitieren, die lokale Wohlfahrtssysteme ausmachen. Die Stadtverwal-tungen übernehmen die Aufgabe, Ressourcen und Dienstleistungen bereitzustellen, die nicht nur mit Wohlfahrt und Gesundheit in Verbindung stehen, sondern auch mit der Sorge um Umfeld und Umwelt, mit der Förderung von Maßnahmen in Bereichen wie Bildung, Kultur, Kunst oder Sport sowie mit der Dynamisierung von Wirtschaft und Gesellschaft. Ob zuständig oder nicht, die Kommunen müssen auf die Forderungen der Bürger*innen reagieren, sind sie doch die Verwaltungen, die den alltäglichen Problemen und Bedürfnissen am nächsten stehen. Daher liegt es weniger im Belieben der Stadtverwaltungen, ob sie notwendige Innova¬tionen anstoßen, sondern diese sind vielmehr Teil ihres Aufgabenbereichs.
Um den Bedürfnissen der Bürger*innen seitens der öffentlichen Verwaltung gerecht zu werden, kam in den meisten Fällen eine von zwei Methoden zur Anwendung: die direkte Verwaltung durch die Behörden oder die indirekte Verwaltung mit dem privaten Sektor. Mit dem Anbruch einer neuen Zeit, in der alternative Methoden an Bedeutung gewonnen haben, wächst das Interesse an Modellen öffentlich-zivilgesellschaftlicher Zusammenarbeit. Hauptziel dieser Modelle ist es, Verwaltungen und Bürgerschaft eine Zusammenarbeit im gemeinsamen und allgemeinen Interesse zu ermöglichen, indem Projekte unterstützt werden, die Zugang, Nähe und Partizipation in sich vereinen. Vor diesem Hintergrund bietet die Verwaltung öffent¬licher Ressourcen Möglichkeiten zur Entwicklung neuer Formen kollektiver Intelligenz, mit ge¬meinsamer Verantwortung und Synergie zwischen Institution und Bürgerschaft, sodass die Städte zu wahrhaft kooperativen Plattformen für öffentliche Innovationen werden.
In diesem Dokument gehen wir den gesamten Fragebogen für die vollständige Gemeinwohlbilanz (kurz GB, katalanisch Balanç Comunitari bzw. BC) Frage für Frage durch und erklären, was mit jeder einzelnen Frage gemeint ist und welche Informationen anzugeben sind. Es wird daher sehr empfohlen, vor dem Ausfüllen des Fragebogens in der App einen Blick auf den gesamten Fragenkatalog zu werfen, weil dies die Erhebung der Daten und die Verteilung der Aufgaben auf die verschiedenen mit der Erstellung der GB befassten Personen erleichtert. Die GB ist ein Selbstevaluierungstool, mit dem Organisationen ihre Tätigkeit unter Umwelt-, Sozial- und Governance-Aspekten bewerten können.
Die folgende Studie misst in wirtschaftlicher Hinsicht den sozialen Wert und die Sozialrendite, die auf einem Teil des Fabrikgeländes von Can Batlló von 2011 bis heute entstanden sind. Um die Beiträge der Nachbarschaftsgemeinschaft in wirtschaftlicher Hinsicht zu messen, wurde eine doppelte Schätzmethode angewandt. Zum einen wurden die Beiträge der ehrenamtlichen Personen von Can Batlló in den Bereichen Verwaltung und Unterhaltung, Reinigung, Bau und Durchführung von Aktivitäten quantifiziert und bewertet. Zum anderen wurde der Wert von Can Batlló berechnet, indem ein Vergleich mit den Kosten angestellt wurde, die entstanden wären, wenn der Bau von Räumen und die Erbringung von Dienstleistungen auf Basis der Referenzpreise der jeweiligen Dienstleistung durch die Stadt erfolgt wären. Diese wirtschaftliche Bewertung der Sozialrendite wird durch die Gemeinwohlbilanz ergänzt, die von der Organisation erstellt wird.
Since the end of the 1950s, Italy has focused part of its modernization on the erection of public works. Due to corruption, mafia, and further malpractice, this form of development has occasionally failed, producing a high number of constructions that have remained unfinished for decades. In 2007, the group of artists Alterazioni Video constructed an informal survey in the form of an on-line tool open to public contributions, which revealed that there are 395 unfinished public works in Italy from which 156, approximately 39.5%, are located in Sicily alone. In view of such a statistic, Alterazioni Video opted to coin the term ‘Incompiuto Siciliano’ – literally ‘Sicilian Incompletion’ – to refer to unfinished public works as a formal architectural style. This re-interpretation, which aims to convey the recovered dignity of these ‘modern ruins’, considers unfinished public works a type of heritage with the potential to represent the entirety of Italian society. Furthermore, it goes as far as to say an unfinished public work is ‘Incompiuto Siciliano’ despite being located in another of the Italian regions.
This doctoral dissertation embraces the artists’ argument to develop a complete study of Incompiuto Siciliano by embedding this architectural style/artistic project within the main debates on modern ruins at present. This is important because it is expected to contribute to the revalorization and eventual recommissioning of unfinished sites by validating Incompiuto Siciliano in the realm of academia. Furthermore, this work aspires to be a worthwhile source of information for future investigations dealing with cultural interpretations of incompletion in any other context – a not unreasonable goal considering how unfinished works are one of the key urban topics after the 2008 financial crisis. Hence, this doctoral dissertation uses Incompiuto Siciliano to discuss a different perspective in each of the five chapters and, though these can be read as independent contributions, the objective is that all chapters read together, form a clear, concise, continuous unit. And so it must be said this is not a dissertation about unfinished public works in Italy; this is a dissertation about Incompiuto Siciliano as an artistic response to unfinished public works in Italy – which clearly requires an interdisciplinary analysis involving Urban Studies, Cultural Geography, Contemporary Archaeology, Critical Heritage and Visual Arts.
The thesis addresses journalistic, administrative and judicial historical documentation to analyze the links between aridity and geographical imaginaries in the province of Catamarca (Argentina), from a historical point of view. The research aims to contribute to the understanding of the "non-hegemonic" versions of Modernity, its territoriality and the productions of geographic imaginaries that they involve. To provide a broad purpose, it raises as an object of study the ways in which "modern" practices, actors, links, discourses and expectations about the territory are mobilized when they are located in a space in "other" water conditions. those that are intended to "civilize" it.
The general objective of the research is to analyze time-space controversies around water in the city and valley of Catamarca towards 19th and 20th centuries. The specific objectives derived are a) analyzing how various actors are related to waters behavior - in other words, the local water regime – in Catamarca and the meanings built around it. b) to analyze the controversies about the place of Catamarca and its water regime in the local and national geographic imaginary. c) analyze controversies in which the relationships between actors and materialities involved in modernization projects are put into discussion.
These concerns by the experience of the actors and by the historical-spatial imagination of the territory, combined, led to the construction of an interdisciplinary methodology based on tools from anthropology, sociology, geography and history.
The conservation of living heritage sites is a highly complex process. Two factors need careful consideration in order to achieve a balance in the management of such sites: the conservation demands of conservation experts for built heritage and the needs of local people for development of their heritage living space. The complexity of factors involved make for an interesting study of living heritage, taken up by this research in its main case study of the town of Nan in Thailand.
Research into the historical background of Nan and its cultural heritage reveals a living heritage site, which is both unique and diverse. Present day Nan was examined using a variety of analysis tools, which were applied to data from interviews, empirical data, field surveys, and documents, in order to better understand the nature of the living heritage site and changing trends over time. Luang Prabang in Lao PDR, a World Heritage site since 1995, was also selected as a further case study with which to compare Nan’s potential World Heritage status from a point of view of changes to living heritage attributes.
The outcomes of the research indicate the importance of the management of the sites, which can be at risk of losing balance by focusing on one aspect of heritage to the detriment of the other. The conservation perspective, if allowed to dominate, as in Luang Prabang, can cause irreparable damage to the social fabric, where the development needs of the town are not met. This research concludes that a balance of power amongst stakeholders in the collaborative networks managing such sites is vital to sustaining a balance of living heritage attributes.
Housing estates were fundamentally conceived upon state socialist utopia ideas to provide standard housing for citizens. While former state socialist housing estates have been extensively researched in the field of architecture, urban and sociology studies, there is still a gap in identifying how production processes affect morphological changes during the post-socialist era. This thesis compares the processes in the production of the largest housing estates of Marzahn in GDR and Petržalka in Czechoslovakia from 1970 to 1989 through contextual analysis of primary and secondary sources, which include visual maps, diagrams from professional architecture and planning journals, government documents and textbooks, as well as academic journals, books and newspaper articles. Then it discusses how these processes inadvertently created conducive conditions affecting their development in the market economy after 1989. It then interprets the results through application of Actor-Network Theory and Historical Institutionalism, while conceptualising them through David Harvey’s dialectical utopianism theory. Harvey (2000) delineates two types of utopia, one of spatial form and one of process. The former refers to materialised ideals in physical forms whereas the latter refers to the ongoing process of spatializing. The thesis aims to show how the production of Marzahn in GDR was more path dependent on policies established in 1950s and 1960s whereas Petržalka was a product of new Czechoslovakian policies in 1970s, changing aspects of the urban planning process, a manifestation of a more emphatic technocratic thinking on a wider scale. This ultimately influences the trajectories of development after 1989, showing more effects in Petržalka.
Die Bauhausstraße 11 war in der NS-Zeit Sitz von zahlreichen Institutionen der Gesundheitspolitik. Jetzt ist das Gebäude zum Gegenstand eines Forschungsprojektes geworden, in Zukunft wird auch vor Ort an seine Einbindung in nationalsozialistische Verbrechen erinnert. Dieses Buch dokumentiert und reflektiert die Erinnerungsarbeit auf dem Campus der Bauhaus-Universität Weimar und darüber hinaus. Anhand der interdisziplinären Beiträge wird das Gebäude in der heutigen Bauhausstraße 11 räumlich in Weimar und Thüringen, erinnerungspolitisch aber in einer seit Jahrzehnten erkämpften Landschaft des Gedenkens an nationalsozialistische Verbrechen verortet.
Die Planungsforschung hat sich spätestens seit der „kommunikativen Wende“ intensiv damit beschäftigt, wie mit Konflikten umgegangen werden soll und wird. Ansätze der „agonistischen“ Planungstheorie widersprechen der normativen Prämisse, Konsensbildung unter den Planungsbeteiligten anzustreben. Vielmehr wollen sie widerstreitende Positionen normativ für die räumliche Entwicklung fruchtbar machen. Zugleich betonen sie eine vermeintliche Dualität von Planung und Protest, die in der neueren Protesttheorie infrage gestellt wird. Dieser Beitrag zeigt aufbauend auf einer Diskussion von planungs- und protesttheoretischen Ansätzen und einer empirischen Analyse planungsbezogener Proteste in Deutschland, dass diese Proteste von den Planungsakteuren zwar immer stärker als „Normalität“ aufgefasst werden und antagonistische Partizipation trotz zunehmender Konflikthaftigkeit und vermeintlicher Infragestellung der repräsentativen Demokratie kulturell regelgebunden bleibt. Protesthandeln ist Teil ausdifferenzierter „Partizipationsbündel“, die situationsbezogen auch Teilnahme an Beteiligungsverfahren, direktdemokratische Verfahren und Klagen umfassen. Protestierende verfolgen dabei meist eine eher reformorientierte Agenda, die keiner „Zähmung“ bedarf. Allerdings können die zugrunde liegenden Konflikte häufig gar nicht „gelöst“ werden. Planenden hingegen können auch innerhalb eines agonistischen Planungsumfelds rationalistische und deliberative Ansätze zur Verfügung stehen, die sie situationsbezogen und strategisch nutzen.
This dissertation investigates the interactions between urban form, allocation of activities, and pedestrian movement in the context of urban planning. The ability to assess the long-term impact of urban planning decisions on what people do and how they get there is of central importance, with various disciplines addressing this topic. This study focuses on approaches proposed by urban morphologists, urban economists, and transportation planners, each aiming the attention at a different part of the form-activity-movement interaction. Even though there is no doubt about the advantages of these highly focused approaches, it remains unclear what is the cost of ignoring the effect of some interactions while considering others. The general aim of this dissertation is to empirically test the validity of the individual models and quantify the impact of this isolationist approach on their precision and bias.
For this purpose, we propose a joined form-activity-movement interaction model and conduct an empirical study in Weimar, Germany. We estimate how the urban form and activities affect movement as well as how movement and urban form affect activities. By estimating these effects in isolation and simultaneously, we assess the bias of the individual models.
On the one hand, the empirical study results confirm the significance of all interactions suggested by the individual models. On the other hand, we were able to show that when these interactions are estimated in isolation, the resulting predictions are biased. To conclude, we do not question the knowledge brought by transportation planners, urban morphologists, and urban economists. However, we argue that it might be of little use on its own.
We see the relevance of this study as being twofold. On the one hand, we proposed a novel methodological framework for the simultaneous estimation of the form-activity-movement interactions. On the other hand, we provide empirical evidence about the strengths and limitations of current approaches.
Urban planners are often challenged with the task of developing design solutions which must meet multiple, and often contradictory, criteria. In this paper, we investigated the trade-offs between social, psychological, and energy potential of the fundamental elements of urban form: the street network and the building massing. Since formal mehods to evaluate urban form from the psychological and social point of view are not readily available, we developed a methodological framework to quantify these criteria as the first contribution in this paper. To evaluate the psychological potential, we conducted a three-tiered empirical study starting from real world environments and then abstracting them to virtual environments. In each context, the implicit (physiological) response and explicit (subjective) response of pedestrians were measured. To quantify the social potential, we developed a street network centrality-based measure of social accessibility.
For the energy potential, we created an energy model to analyze the impact of pure geometric form on the energy demand of the building stock. The second contribution of this work is a method to identify distinct clusters of urban form and, for each, explore the trade-offs between the select design criteria. We applied this method to two case studies identifying nine types of urban form and their respective potential trade-offs, which are directly applicable for the assessment of strategic decisions regarding urban form during the early planning stages.

Die Corona-Krise hat die Erosion städtischer Solidarität offen zu Tage treten lassen. Dagegen bringen Anton Brokow-Loga und Frank Eckardt in dieser Schrift die praktische Utopie einer solidarischen Postwachstumsstadt „auf den Punkt“.
Vom Commoning über die Umverteilung der städtischen Flächen bis zu einer sozial-ökologischen Verkehrswende: Eine progressive Stadtpolitik für alle überwindet bisheriges Schubladendenken. Sie setzt stattdessen auf heterogene Zusammenhänge und ungewöhnliche Bündnisse. Zu dem hier umrissenen Vorhaben gehört auch, eine basisdemokratisch orientierte Stadtpolitik mit dem Ziel einer umfassenden Transformation von Stadt und Gesellschaft zu verknüpfen.
Wie kann ein Blick auf die kommunale Ebene helfen, globalen Ungerechtigkeiten zu begegnen? Welchen Weg weisen munizipalistische Plattformen und Vergemeinschaftungen jenseits von Privat- oder Staatseigentum?
This paper addresses the scope for action by municipalities in a climate emergency and places it in the framework of ecomodern (urban) policy. We analyse the way in which two German ‘climate emergency municipalities’ translate conflicts of post-fossil transformation into concrete political and planning strategies. Although more than 2,200 authorities around the world have already declared a climate emergency, research on the impact of these resolutions on the political orientation of municipalities is very limited. Our research focus is on the (potentially agonistic) treatment of conflicts in planning. We argue that in times of a socio-ecological crisis, success in conflict resolution cannot refer to appeasement and depoliticisation. Instead, we propose a framework of five criteria, based on critical theory on ecomodern strategies, planning processes and degrowth. Thus, this practice-related and explorative paper connects empirical insights from the German cities of Constance and Berlin with an innovative normative framework. The findings tell a complex story of an, at least partial, admission of the failure of previous climate mitigation strategies, a lack of social institutions of limits, an instrumental relation to nature and a disregard for social injustices. The paper discusses how municipalities, in the context of ongoing tensions over the post-fossil transformation in Germany, on the one hand hold on to business-as-usual approaches, but on the other hand also set political impulses for change.
The current thesis presents research about new methods of citizen participation based on digital technologies. The focus on the research lies on decentralized methods of participation where citizens take the role of co-creators. The research project first conducted a review of the literature on citizen participation, its origins and the different paradigms that have emerged over the years. The literature review also looked at the influence of technologies on participation processes and the theoretical frameworks that have emerged to understand the introduction of technologies in the context of urban development. The literature review generated the conceptual basis for the further development of the thesis.
The research begins with a survey of technology enabled participation applications that examined the roles and structures emerging due to the introduction of technology. The results showed that cities use technology mostly to control and monitor urban infrastructure and are rather reluctant to give citizens the role of co-creators. Based on these findings, three case studies were developed. Digital tools for citizen participation were conceived and introduced for each case study. The adoption and reaction of the citizens were observed using three data collection methods.
The results of the case studies showed consistently that previous participation and engagement with informal citizen participation are a determinining factor in the potential adoption of digital tools for decentralized engagement. Based on these results, the case studies proposed methods and frameworks that can be used for the conception and introduction of technologies for decentralized citizen participation.
Abstract
In this research, based on socio-spatiality as the starting point, it has conducted extensive city space analysis to advance a new urban social space theory. Resting upon the basis of traditional continent philosophy, this social space theory has adopted the structuration methods, at the same time trying to build certain combination between theoretical frame work establishment and empirical observations. Therefore, the socio-spatial transition study is neither a macro theory of traditional structuralism nor a typology of urban planning theory, or a positivism social geography, but an operative theory on practical purpose. Firstly, what’s distinct from the traditional structuralism is that this study examines the endless transiting structural relations, not macroscopic narrations of absolute definition and structure. In fact, any city and space are always co-existed in their structurational transiting relationship, thus research in transition has become the main body of this study. And case study is a must for research in transition, as part of efforts to apply the structuration concept into practice reason. Secondly, this study first establishes the fundamental structuration concept of socio-spatial transition, which, as an operative tool, is applied to conduct transition analysis on specific case about the City of Beijing. Therefore, as a social space theory, referring to as science, remains criticism of traditional continent philosophy. However, this criticism did not working on the level of ideology or conceptions, but on transiting under structural relations, keeping it from incompetent ideology criticism of continental critical theory. Unfortunately contemporary urban and space development have now gone extremely unbalanced under a background of globalization; yet traditional macro theories are incapable of either producing significant impact on practice or helping people identify practical problems. While facing general issues, particularly the Chinese urban issue category established on a meta-structured city mode, the micro-case study has plunged into dilemma for unknowing either to ask questions or to answer questions. Therefore, this study is set to identify dilemma and find direction for future relevant research. In this dissertation, Beijing is used as a model, and structuration methods as tools. It has extensively analyzed the social-spatial transition of the city space of Beijing, acquiring brand-new knowledge of its urban space development. It is helpful to an in-depth understanding of the city space development not only in Beijing, but also in many other cities that were influenced by the capital model of Beijing. Since the start of reform and opening-up, China has created a unique development mode of the new-styled metropolitan and urbanization in history. This research is expected to analyze or decode what China’s urban development in between communal space and associative space.
The Chinese Shopping Centre: Integration of a Western Commercial Format into Chinese Urban Space

Being transposed to China and absorbed by its urban space, the Western shopping centre undergoes a process of “Sinicisation”, which turns it into a spatial hybrid: a Western retail format shaped by distinctive features of Chinese space production and space use. To a large extent, this study can be regarded as a marginal number of its kind which tries to scientifically understand the impact of a socially, culturally and economically absolutely different urban environment on the model (ideal type) of the Western shopping centre.
Recent years have seen a gradual shift in focus of international policies from a national and regional perspective to that of cities, a shift which is closely related to the rapid urbanization of developing countries. As revealed in the 2011 Revision of the World Urbanization Prospects published by the United Nations, 51% of the global population (approximately 3.6 billion people) lives in cities. The report predicts that by 2050, the world’s urban population will increase by 2.3 billion, making up 68% of the population. The growth of urbanization in the next few decades is expected to primarily come from developing countries, one third of which will be in China and India.
With rapid urbanization and the ongoing growth of mega cities, cities must become increasingly resilient and intelligent to cope with numerous challenges and crises like droughts and floods arising from extreme climate, destruction brought by severe natural disasters, and aggregated social contradictions resulting from economic crises. All cities face the urban development dynamics and uncertainties arising from these problems. Under such circumstances, cities are considered the critical path from crisis to prosperity, so scholars and organizations have proposed the construction of “resilient cities.” On the one hand, this theory emphasizes cities’ defenses and buffering capacity against disasters, crises and uncertainties, as well as recovery after destruction; on the other hand, it highlights the learning capacity of urban systems, identification of opportunities amid challenges, and maintenance of development vitality. Some scholars even believe that urban resilience is a powerful supplement to sustainable development. Hence, resilience assessment has become the latest and most important perspective for evaluating the development and crisis defense capacity of cities.
Rather than a general abstract concept, urban resilience is a comprehensive measurement of a city’s level of development. The dynamic development of problems is reflected through quantitative indicators and appraisal systems not only from the perspective of academic research, but also governmental policy, so as to scientifically guide development, and measure and compare cities’ development levels. Although international scholars have proposed
quantitative methods for urban resilience assessment, they are however insufficiently systematic and regionally adaptive for China’s current urban development needs. On the basis of comparative study on European and North American resilient city theories, therefore, this paper puts forwards a theoretical framework for resilient city systems consistent with China’s national conditions in light of economic development pressure, natural resource depletion, pollution, and other salient development crises in China. The key factors influencing urban resilience are taken into full consideration; expert appraisal is conducted based on the Delphi Method and the analytic hierarchy process (AHP) to design an extensible and updatable resilient city evaluation system which is sufficiently systematic, geographically adaptable, and sustainable for China’s current urban development needs. Finally, Changsha is taken as the main case for empirical study on comprehensive evaluation of similar cities in Central China to improve the indicator system.
The aim of this doctoral thesis was to investigate whether the German term “shrinking city” is appropriate to depopulating Polish cities. In order to do so an attempt to define the currently still vague notion of “shrinking city” was made. The urban development of Eastern Germany was thoroughly examined both in a short term perspective and in a wide historical as well as international context, with the Polish urban development used as reference. 25 cities (kreisfreie Städte) in Eastern Germany and depopulating Polish cities: Łódź and the Metropolis Silesia were chosen as case studies.
On the basis of the gathered information a “shrinking city” in Eastern Germany was defined as a city with a long-lasting population decrease coupled with over-dimensioned, growth-oriented development policies carried out for decades. Such a development path is triggering negative consequences in the spatial, economic and also demographic dimension, which tend to intensify each other.
The thesis postulates that the definition of the “shrinking city in Eastern Germany” is not appropriate to depopulating cities in Poland. Polish cities are characterized by a short-lasting population decrease and this trend is not triggering negative spatial and economic consequences. Oversized growth development policies were never present in the cities and they still suffer from great deficiencies in housing and other basic infrastructure, which derive from the socialist period. Furthermore, radical de-economization, known from Eastern German cities, did not occur in the Polish cities. Both Łódź and the Metropolis Silesia remain main production centers of the country.
This doctoral thesis presents a contradictory view to contemporary publications on “shrinking cities”, in which this phenomenon is regarded as having occurred suddenly after the collapse of the socialism. It proved that “shrinking cities” in Eastern Germany are not the outcome of short-lasting processes, but are deeply rooted in the past. Moreover, they represent a very distinct development pattern that highly differentiates from the one found in Central Eastern Europe and the one in Western Europe. In this way the doctoral thesis provided a new, critical approach to the discourse on “shrinking cities” in Germany. It also draws attention to the importance of the historical analysis in cities’ development research, particularly in cross border studies. In time of European integration peculiarities resulting from centuries of different spatial, economic and social development paths should not be underestimated.
