Die massive Neubautätigkeit in Deutschland hat die Diskussion um Baukultur wieder verstärkt angestoßen. Dabei wird der Einfluss der kommunalen Planung auf die Baugestaltung sowohl in der Öffentlichkeit als auch der Fachliteratur nur unzureichend thematisiert. Die vorliegende Arbeit von Cornelius Hutfless untersucht die Thematik am konkreten Beispiel der Weimarer Innenstadt. Hierzu wurden die neun formellen und informellen Instrumente analysiert und bewertet, mit denen die kommunale Planung in Weimar seit dem Jahr 1990 unmittelbaren Einfluss auf die Baugestaltung von Neubauprojekten genommen hat: Bebauungspläne, der Denkmalschutz, Sanierungssatzungen, Gestaltungssatzungen, Wettbewerbe, der Gestaltungsbeirat, die Bauberatung, Fachkonzepte und die Öffentlichkeitsbeteiligung. Methodisch kamen die Quellenanalyse, die Fallanalyse und die Stärken-Schwächen-Analyse zum Einsatz. Die Recherchearbeit wurde durch sechs leitfadengestützte Expert*inneninterviews mit Schlüsselpersonen der Weimarer Baugestaltung ergänzt. Dieser Forschungsansatz veranschaulicht den Einfluss kommunaler Planung auf die Gestaltung von Neubauvorhaben erstmalig am Fallbeispiel einer einzelnen deutschen Stadt, indem alle angewendeten Instrumente analysiert wurden. Für Forscher*innen ermöglicht der Bezug auf ein konkretes Untersuchungsgebiet einen praxisnahen Zugang zum Thema Baugestaltung. Stadtplaner*innen veranschaulicht das Beispiel Weimar außerdem, wie umfangreich und restriktiv die kommunalen Möglichkeiten sind, auf die Baugestaltung einzuwirken. Vorbildlich im Sinne einer konsequenten Strategie der Baugestaltung sind in Weimar zum einen die strengen Festsetzungen in den Bebauungsplänen des Untersuchungsgebietes, deren Umsetzung durch die Einsetzung von Baubeiräten gesichert wird. Zum anderen ist der kommunalpolitische Rückhalt ein grundlegender Erfolgsfaktor, der u. a. den Empfehlungen des Gestaltungsbeirates Nachdruck verleiht. Zudem verfügt Weimar über eine umfangreiche Denkmalausweisung. Durch die umfassende Nutzung und Kombination der Instrumente, hat die kommunale Planung in Weimar erfolgreich einen Rahmen geschaffen, der baugestalterische Standards gewährleistet. Der Charakter der Weimarer Innenstadt konnte erhalten werden, obwohl moderne Neubauentwicklungen zugelassen wurden. Das Beispiel Weimar zeigt also, dass Baugestaltungsqualität wesentlich von dem klaren Anspruch einer Kommune nach Prozess- und Verfahrensqualität abhängt. Verbesserungswürdig ist in Weimar hingegen die Öffentlichkeitsbeteiligung bei Gestaltungsfragen. Schon vor der Schaffung planungsrechtlicher Tatsachen sollte zukünftig die Öffentlichkeit umfangreicher in Baugestaltungsprozesse eingebunden und dafür die Möglichkeiten ergänzender, informeller Verfahren ausgeschöpft werden. Nur dann ist eine restriktive Stadtgestaltungspolitik, im Sinne der Wahrung öffentlicher Interessen ganzheitlich positiv zu bewerten.

Assessing Essential Qualities of Urban Space with Emotional and Visual Data Based on GIS Technique

Finding a method to evaluate people’s emotional responses to urban spaces in a valid and objective way is fundamentally important for urban design practices and related policy making. Analysis of the essential qualities of urban space could be made both more effective and more accurate using innovative information techniques that have become available in the era of big data. This study introduces an integrated method based on geographical information systems (GIS) and an emotion-tracking technique to quantify the relationship between people’s emotional responses and urban space. This method can evaluate the degree to which people’s emotional responses are influenced by multiple urban characteristics such as building shapes and textures, isovist parameters, visual entropy, and visual fractals. The results indicate that urban spaces may influence people’s emotional responses through both spatial sequence arrangements and shifting scenario sequences. Emotional data were collected with body sensors and GPS devices. Spatial clustering was detected to target effective sampling locations; then, isovists were generated to extract building textures. Logistic regression and a receiver operating characteristic analysis were used to determine the key isovist parameters and the probabilities that they influenced people’s emotion. Finally, based on the results, we make some suggestions for design professionals in the field of urban space optimization.
Development of sustainable urban environments assumes processing of large amount of data from various sources. It could be field study observations, results of simulations or information provided by modeling. This paper focuses on processing modeled data of pedestrian movement based on existed axial maps of particular environment. Introduced component allows further analysis by calculation of set of metrics based on inverted graph, which is built from given paths.
When working on urban planning projects there are usually multiple aspects to consider. Often these aspects are contradictory and it is not possible to choose one over the other; instead, they each need to be fulfilled as well as possible. In this situation ideal solutions are not always found because they are either not sought or the problems are regarded as being too complex for human capabilities.To improve this situation we propose complementing traditional design approaches with a design synthesis process based on evolutionary many-criteria optimization methods that can fulfill formalizable design requirements. In addition we show how self-organizing maps can be used to visualize many-dimensional solution spaces in an easily analyzable and comprehensible form.The system is presented using an urban planning scenario for the placement of building volumes.
Abstract
This doctoral thesis defines the relationship between the urban and rural in the 21st century, and focuses on food as a key component. The fact that food is, for the most part, produced in the countryside and then transported to the city has a significant influence on this very unbalanced relationship today. The main goal was to show that it is necessary to bring agriculture, urban gardening, the breeding of domestic farm animals, and beekeeping back to the city, which would have a positive affect on both the city and the countryside. All of this is already taking place at the local level, within the neighbourhoods of our cities and through the work of self-organised activities and initiatives, which have been taken up by city residents themselves. One example of this is the community garden, a new model of gardening which offers fertile ground for growing vegetables and to test various forms of co-existence, different ways of designing spaces, the creation of alternative values, and a positive vision for the future of city residents.
In 2010, I co-created the community urban garden Beyond a Construction Site, which is the central part of this artistic research. Throughout the entire four-year process of creating this community garden, theory and artistic practice were intertwined, and informed one another. This community garden is an example of a self-organised and self-managed community space located in a residential neighbourhood in the centre of the city of Ljubljana, and as such is a typical example of urbanism from the bottom up. I placed the creation and development of our community garden in a dialogue with the formal way of arranging urban gardening in Ljubljana, a top-down approach, which the city has been carrying out intensively since 2007. I compared the solutions being proposed by the city of Ljubljana for organising urban gardening with the way it is organised in other European cities, the UK, and the USA. I also researched the recent rapid growth of self-organised initiatives which are focused on the local production of food and seek to find more economic and ecologically friendly models to visibly influence the future of cities and the countryside. Here, community gardens play an important role, as in addition to the production of food they are also spaces for the criticism of existing urban policies, a self-organised revitalisation of neglected spaces, and places of resilience, because they differ from that which real estate agencies, large financial companies, and city authorities desire them to be.
The community garden Beyond a Construction Site has become living proof that, through a group action, the residents of a neighbourhood can influence existing city policies and the future of both their own neighbourhood and that of the entire city. The initiators of this garden are artists and architects, and we began this community garden in the context of an art festival, which also shows that art can influence the processes of everyday life and help to create much needed spaces within cities to serve various purposes. Our community garden has also shown itself to be an important platform for the exchange of knowledge on organic gardening, ecology in everyday life, and critical architecture, as well as serving to connect related initiatives. Together with these other initiatives we are stronger, and are influencing structural changes within city politics, thereby also co-creating the future of Ljubljana. This community garden is helping us to redefine our relationship with the city and re-awaken the desires and actions of residents connected with realising their fundamental right, the right to the city.
My other artworks, which I am presenting in the context of this doctoral thesis, show an optimistic vision for the future of cities. The video animations Back to the City (2011) and The Right Balance (2013), as well as the accompanying collages, visualise a city of the future where urban and rural practices live together side-by-side. This vision is being realised by city residents themselves, with their active participation in the creation of community gardens, growing their own vegetables, urban beekeeping, and by having egg-laying hens in their gardens. My desire was also to present the theoretical concept and scientific research to a non-academic public, and to people without specialised training. Using the method of storytelling I included knowledge from the research into the video animations and collages. In this way my artistic work, with an intentional playfulness, challenges today’s faith in science and theoretical concepts, as well as directing attention to working with common sense, with one’s own hands, and with the earth. This can contribute to a change in the still dominant anthropocentric view of nature, which is an urgently needed change for our future.

Im Rahmen eines Vortrags wurde ein begrenzter Bereich ausgewählt, an dessen Entstehung alle fünf Disziplinen, die "la Grande Roma di Mussolini" gestalteten, gleichermaßen Anteil haben. Der Städtebau - wie er bis zum 2. Weltkrieg praktiziert wurde -, die Architektur, die bildenden Künste, die Denkmalpflege und vor allem die Archäologie in einer bis dahin unbekannten Vorreiterrolle. ...
Das Bund-Länder-Programm "Soziale Stadt" hat die Aufgabe, Stadtteile mit besonderem Entwicklungsbedarf zu fördern. Das negative Image ist einerseits Ursache, andererseits auch Folge von sozialen und städtebaulichen Problemlagen und Entwicklungen im Stadtteil. Diese Abwärtsspirale soll durch das Programm aufgebrochen werden. Der Autor nähert sich interdisziplinär dem Imagebegriff an und zeigt die Auswirkungen des Programms "Soziale Stadt" auf die Großwohnsiedlung Jena-Winzerla. Die Studie erfasst anhand des semantischen Differentials das Image im Stadtteil, wie es von den Bewohnern beurteilt wird und vergleicht es mit der Sicht von Außen. Der Einfluß des Programms auf das Image wird durch Experteninterviews beleuchtet. Das Beispiel eigt die Entwicklungen, die das Programm "Soziale Stadt" bewirken kann. Es werden aber auch Grenzen deutlich. Vor diesem Hintergrund werden abschließend Überlegungen angestellt, in welche Richtungen die Entwicklungen innerhalb des Förderprogramms gelenkt werden sollten, um das Image nachhaltig zu verbessern und betroffene Stadtteile adäquat zu fördern.
One of the main focuses of recent Chinese urban development is the creation and retrofitting of public spaces driven by the market force and demand. However, researches concerning human and cultural influences on shaping public spaces have been scanty. There still exist many undefined ambiguous planning aspects institutionally and legislatively. This is an explanatory research to address interactions, incorporations and interrelationship between the lived environment and its peoples. It is knowledge-seeking and normative. Theoretically, public space in a Chinese context is conceptualized; empirically, a selected case is inquired. The research has unfolded a comparatively complete understanding of China’s planning evolution and on-going practices. Data collection emphasizes the concept of ‘people’ and ‘space’. First-hand data is derived from the intensive fieldwork and observatory and participatory documentations. The ample detailed authentic empirical data empowers space syntax as a strong analysis tool in decoding how human’s activities influence the public space. Findings fall into two categories but interdependent. Firstly, it discloses the studied settlement as a generic, organic and incremental development model. Its growth and established environment is evolutionary and incremental, based on its intrinsic traditions, life values and available resources. As a self-sustaining settlement, it highlights certain vernacular traits of spatial development out of lifestyles and cultural practices. Its spatial articulation appears as a process parallel to socio-economic transitions. Secondly, crucial planning aspects are theoretically summarized to address the existing gap between current planning methodology and practicalities. It pinpoints several most significant and particular issues, namely, disintegrated land use system and urban planning; missing of urban design in the planning system, loss of a human-responsive environment resulted from standardized planning and under-estimation of heritage in urban development. The research challenges present Chinese planning laws and regulations through urban public space study; and pinpoints to yield certain growth leverage for planning and development. Thus, planning is able to empower inhabitants to make decisions along the process of shaping and sustaining their space. Therefore, it discusses not only legislative issues, concerning land use planning, urban design and heritage conservation. It leads to a pivotal proposal, i.e., the integration of human and their social spaces in formulating a new spatial strategy. It expects to inform policymakers of underpinning social values and cultural practices in reconfiguring postmodern Chinese spatiality. It propounds that social context endemic to communities shall be integrated as a crucial tool in spatial strategy design, hence to strengthen spatial attributes and improve life quality.
Die Arbeit „Das Bild der Zwischenstadt“ sucht nach Möglichkeiten zur Qualifizierung der verstädterten Landschaft, für die Thomas Sieverts den Begriff „Zwischenstadt“ geprägt hat. Die Auseinandersetzung mit „räumlicher Identität“ steht dabei im Mittelpunkt: In deren Dekodierung und Inszenierung wird ein Potenzial erkannt, die Aufenthalts- und Erlebnisqualität der Zwischenstadt zu verbessern. Der Betrachtungsraum der Arbeit zwischen Frankfurt am Main und seinen prosperierenden Umlandgemeinden eignet sich in besonderer Weise, die „Anatomie der Zwischenstadt“ zu dekodieren. Schicht für Schicht wird der Versuch unternommen, die eigene Sprache dieses Raumes zu entziffern. Dabei werden Methoden der Beschreibung und Darstellung entwickelt, die den spezifischen räumlichen Eigenschaft der Zwischenstadt gerecht zu werden suchen. Die Ergebnisse dieser Auseinandersetzung lassen deutliche Transformationen in der Zwischenstadt erkennen und entheben sie aus ihrer vermeintlichen Eigenschaftslosigkeit. Orte mit Bedeutung, Zusammenhänge und Raumgeschichten werden lesbar, es zeigen sich Ansätze eigener Urbanität und Zentralität. Die Zwischenstadt hat sich von ihrer einseitigen Dependenz zur Kernstadt gelöst, tritt aber gleichzeitig in einen umfassenden Wandel, um sich geänderten Lebensformen und Bedürfnissen anzupassen. Ältere, den Raum prägende Einfamilienhausgebiete und Großsiedlungen, aber auch monofunktionale Gewerbegebiete und die typischen suburbanen Einkaufszentren erfüllen keineswegs mehr automatisch die Wohnwünsche und Anforderungen einer Dienstleistungs- und Freizeitgesellschaft. Die Arbeit greift die unverkennbare Transformation des Bildes der Zwischenstadt als Chance zur Qualifizierung dieses Raumes auf. Entwickelt werden Qualifizierungsmodelle, die der Tendenz zu Segregation und Abtrennung mit einer neuen Integrationskultur für die Zwischenstadt begegnen: Als prägender Lebensraum der Stadtregion muss die Zwischenstadt einen großen Teil der Bedürfnisse Ihrer Bewohner und Benutzer an den Raum befriedigen. Zunehmend sind diese Bedürfnisse nicht nur funktioneller Art, sondern werden überlagert von einem Bedürfnis nach Raumqualität, Verortung und Identifikationsmöglichkeiten. Für diese Bedürfnisse angemessene und auratische Raumbilder zu finden oder zu inszenieren, ist im Angesicht des Status Quo der Stadtlandschaft eine wichtige Herausforderung.
Das heterogene Gefüge der Stadt wird überlagert von „dualen“ Unterschieden: den lokalen und überregionalen Interessen. Der Beitrag beschreibt einen Teilhabeprozess, begonnen als (Zwischen-)Nutzung einer Industriebrache durch Anwohner in Friedrichshain,einem durch Gentrifizierung geprägten Berliner Stadtteil. Informelle Aktivitäten auf einem ehemaligen Reichsbahnausbesserungswerk (RAW) stehen als Konzept den formellen Planungsergebnissen gegenüber. Das aktive Umsetzen eigener Ideen durch die Nachbarschaft und der parteiübergreifende Anspruch der Bezirkspolitik, einen konsensualen Planungsprozess zu führen, veränderten die Form der Bürgerbeteiligung. Das könnte die planungstheoretischen Diskussionen um Governancemodelle bereichern.

The main hypothesis of this research is that civil society’s participation is able to improve the planning results in the Chinese city of Qingdao in the contemporary age. Qingdao is a young city developed from a German colony in eastern China. Apart from the powers of the government and the market, the 'third power', including mainly the power of volunteer citizens and the citizens’ organisations, also positively promoted the spatial development in Qingdao’s history. Since 1978’s reform, Qingdao’s great progress in urban housing, historic preservation, public space and urban traffic results mainly from the increasing strength of both the government and the market, while the government has always been the dominant promoter for urban construction. The actual planning mechanism – the government formulates 'what to do' itself and decides 'how to do it' with the market – has much limit in reacting to the rapidly changing situation, serving diversified social interests, and raising sufficient funds for the city’s urgent demands in Qingdao. Searching for new development strategies based on the understanding of civil society in the Chinese context can provide a promising perspective on the urban studies of Qingdao. Chinese civil society can be understood as the intermediate sphere of individuals, families, citizen’s organisations, social movements, public communication, and of the non-governmental body’s non-for-profit involvement for the provision of public services between the state and the market. China has its own cultural tradition of civil society, and the modern civil society in China is showing its great potential in improving social integration and urban life. The Chinese government has started to advocate for civil society’s participation in urban construction, and encouraging the 'bottom-up' mechanism in the planning-related issues through political statements and legislative approaches since the last two decades. The existing planning practice in China is able to demonstrate that civil society’s participation helps improve the quality of Chinese urban planning realistically under present conditions, and that moderation of planning experts and the push of the authority are the key factors for successfully integrating the strength of civil society in planning. However, the power of civil society is not yet sufficiently discovered in Qingdao’s planning. For better planning results, the city of Qingdao needs more initiatives to mobilize civil society in the planning practice, as well as more support to enrich the related studies. This thesis recommends that Qingdao establishes the 'Foundation for Collaborative Urban Solutions' through the joint efforts of the authority and civil initiatives, which aims at moderating and facilitating the strength of civil society. The suggested pilot projects include: a. The Community-based Housing Workshop for regenerating the living environment of the run-down communities, where the residents are willing to collaborate with the foundation with own efforts. b. The Heritage Preservation Workshop for suggesting an efficient supervision mechanism involving civil society which protects the historic heritage from being destroyed in the urban construction. c. The Public Space Forum for improving accessibility, quantity and ecologic function in the development of Qingdao’s urban public space with the knowledge and creativity of both the government and the citizens. d. The Mass Transport Forum for a realistic strategy for funding the rail-based traffic system in Qingdao through enabling the civil society - especially the individual citizens and their households to invest. The 'Foundation of Collaborative Urban Solutions' is able to improve Qingdao’s planning to cope with the urban problems the city are facing in its contemporary development, as well as to provide valuable reference for the further research of civil society’s participation in Chinese urban planning.
Zwischen Transformation und Globalisierung - Immobilienmarkt und Stadtentwicklung in Warschau

Nach der politischen Wende Ende der 1980er/Anfang der 1990er Jahre entwickelte sich in Warschau innerhalb kurzer Zeit ein hoch dynamischer Immobilienmarkt kapitalistischer Prägung, dessen Mechanismen grundlegende Auswirkungen auf die Stadtentwicklung Warschaus haben. Im folgenden Aufsatz werden die wesentlichen Eigenschaften des Büro- und Wohnungsmarkts aufgezeigt. Es werden für jeden Sektor die Funktionsweise, die wesentlichen Akteure der Nachfrage- und Angebotsseite, die Rolle der Institutionen und die räumlichen Konsequenzen dargestellt.
In the history of 'villages' in Shenzhen, rich traditional cultural resources that are directly related to the folk life in urban corporate community still exist today, synchronously agricultural economy of urban corporate community is transformed into joint-stock economy, and natural villages are transformed into 'heterogeneous' space of city. The most significant fact in the modern social transition is that modern societies have surpassed traditional societies, and cities have surpassed the country. Weber, Durkheim, Tönnies, Simmel and others devoted themselves to cultivating the essence of social transition. The most influential theory to observe and analyze it is the two-tiered approach of ideal type. Tönnies made distinction between 'Gemeinschaft and Gesellschaft', Durkheim distinguished 'mechanical solidarity and organic solidarity', and Redfield analyzed 'folk society and urban society'. In those classical theories, the former transit to the later is considered to be a general rule of transition from traditional society to modern society, and from traditional community to modern community. However, ever since Redfield used the dependent relationship and interactive framework of 'great tradition' and 'little tradition' to explain various complicated phenomena in the transition from tradition to modern in 1950s, he suggested that a folk-urban continuum can be formed in the transition from folk society to urban society. 'Both terms, ‘city’ and ‘country’, are not and have never been limited or restricted to their obvious denotations: ‘city’ is not and has never been only urban. As a category it always encompasses (includes, embodies, embraces) itself and its opposite, the country' (Hassenpflug 2002, 46). Generally, social groups and culture characterized by weak 'potential' will take their own 'little tradition' as 'bridge' and agency, in order to enter or melt themselves into a 'great tradition' that embodies great 'potential' to seek for space to live and develop. There are many different types of transitions that villagers enter and get melt into 'great tradition' through their individual 'little tradition'. There are exploration and development of traditional resources in 'segmentation', such as the frequent relation between a great flow of peasants to cities and the network of kinship, and of earthbound relations; alternatively, there are assistances and utilization of resources of a whole corporate network, such as the traditional corporate community’s organization of local resources during the process of non-agriculturization of villages; and 'villages' in Shenzhen is of the latter situation. The following conclusion can be made based on the above analyses: urban corporate community formed in the process of non-agricultural development and urbanization is an organizing dependency on which villagers melt into city and adapt to urban life. The unique inner-structure and function determine that comparing with other organizations, it has a better performance, efficiency and more humanity care. Firstly, corporate community which is re-organized in the non-agricultural process currently is the only and the most effective organizational resources that can be utilized and has significant meanings in protecting villagers’ interest and benefit; secondly, in the short term, other approaches do not have the advantage and the effect as urban corporate community has on the focusing degree of public affairs in the comprehensive urbanization process; thirdly, the 'new' key connotation of urban corporate community, including its community management functions, is the main reason for which such community has the rationality of being; fourthly, urban corporate community will inevitably face many problems in the urbanization due to its inner fixed characteristics (lack of external support), but to a certain degree it has the ability to self-repair and problem solving under the precondition that, the government and society have a fair, impersonal view of 'villages', and base on this view providing multi-supports, especially providing rational system arrangement and policy supports. Consequently, in order to preserve and protect social system and cultural heritage within the 'villages', and gradually make the coordinative development of 'great tradition' represented by cities and of 'little tradition' represented by 'villages', 'soft reconstruction' rather than 'hard reconstruction' should be adopted by the government, during the recent reconstruction of 'villages' in Shenzhen.
Die Stadt Weimar nimmt in der deutschen Geschichte und in deren Rezeption eine besondere Stellung ein. Sie steht als Metapher für verschiedene kulturhistorische Epochen. Seit der Jahrhundertwende avancierte sie zum komprimierten Spiegelbild deutscher Befindlichkeiten. Für die Nationalsozialisten stellte Weimar eine wesentliche Station für ihren Aufstieg von München nach Berlin, einen erfolgreichen "Kampf- und Experimentierort" dar. Doch auch von 1932-1945 konnten sie in der Stadt außerordentlich aktiv werden. Beispielhaft äußerte sich das in den zeitgenössischen Bauprojekten, in der zeitgenössischen Baupolitik. Die Dissertation behandelt die gesamte Spannbreite der baulichen und planerischen Aktivitäten in und um Weimar in der Zeit des Nationalsozialismus. Sie thematisiert sowohl die repräsentativen Projekte, als auch die Baulichkeiten des Komplexes zum Konzentrationslager Weimar-Buchenwald, ebenso die Wohn- und Kulturbauten, die Kasernenarchitekturen, die Industrie-, Verkehrs- und Behelfsbauten sowie städtebauliche Planungen. Die Gebäude und Komplexe werden im kulturpolitischen Kontext betrachtet, planungs- und baugeschichtlich untersucht, umfassend architektonisch-gestalterisch und städtebaulich-gestalterisch analysiert, dokumentiert, in ihrer gegenseitigen Beeinflussung dargestellt, verglichen und gewertet. Gegebenenfalls werden Querbeziehungen zu anderen Objekten in Deutschland, außerdem zu zeitgleichen nichtbaulichen Ereignissen in Weimar bzw. Deutschland aufgezeigt. Ein Gesamtbild zur Bauplanung und zum Bauschaffen im Dritten Reich in einer Stadt, beispielhaft in der symbolbeladenen Stadt Weimar wird erstellt; ein Stück verdrängter Kulturgeschichte der Stadt Weimar wird rekonstruiert.
