Ausbau von asbesthaltigen Fugendichtstoffen im Rahmen von Gebäuderückbau und Sanierung

Removal of asbestos-containing joint compounds in the course of partial deconstruction anf rehabilitation of buildings

  • Auf dem Gebiete der neuen Bundesländer wurden bis 1990 ca. 2,18 Millionen Wohnungen in Fertigteilbauweise gebaut. In verschiedenen Gebäudetypen wurden asbesthaltige Materialien sowohl im Wohnungsinneren als auch im Außenwandbereich eingesetzt. Vor dem Rückbau bzw. Abriss oder der Sanierung der betroffenen Gebäude muss hier generell eine Asbestentsorgung durchgeführt werden. Im Falle schwachAuf dem Gebiete der neuen Bundesländer wurden bis 1990 ca. 2,18 Millionen Wohnungen in Fertigteilbauweise gebaut. In verschiedenen Gebäudetypen wurden asbesthaltige Materialien sowohl im Wohnungsinneren als auch im Außenwandbereich eingesetzt. Vor dem Rückbau bzw. Abriss oder der Sanierung der betroffenen Gebäude muss hier generell eine Asbestentsorgung durchgeführt werden. Im Falle schwach gebundener Asbestprodukte im Innenbereich ist die Erfassung von Gefährdungspotential und Sanierungsdringlichkeit rechtlich und technisch geregelt. Hier liegen bereits zuverlässige Sanierungslösungen unter besonderer Berücksichtigung des Arbeitsschutzes sowie des Schutzes angrenzender Bereiche auch für den bewohnten Zustand vor. Für den Außenwandbereich gibt es diesbezüglich ein Defizit. Von den heute ein Gefährdungspotential in der Bausubstanz darstellenden Asbestprodukten kommt dem asbesthaltigen, polymergebundenen Fugendichtstoff Morinol eine besondere Bedeutung zu. Der Fugendichtstoff Morinol wurde sowohl im Außenbereich als auch im Innenbereich der Wohngebäude verwendet. Definitionsgemäß ist nach der Gefahrstoffverordnung und den Technischen Regeln für Gefahrstoffe der in Plattenbauten eingebaute Morinol-Fugendichtstoff ein Gefahrstoff, so dass beim bautechnischen Umgang mit diesem Material vom Ausbau bis zur Entsorgung hohe Anforderungen an den Arbeits- und Gesundheitsschutz sowie den Umweltschutz zu erfüllen sind. Derzeit erfolgt der Gefahrstoffausbau durch verschiedene, in höchstem Maß kostenintensive und ergonomisch unbefriedigende sowie technisch unzureichende Verfahren. Ein besonderes Defizit besteht beim Ausbau des Fugendichtstoffes bei Fugen mit einer geringen Breite, Fugen mit konischem Fugenverlauf, Fugen mit tief in den Fugenraum reichenden Dichtstoffmassen, in Kreuzungsbereichen von Horizontal- und Vertikalfugen und in Eckbereichen. Bei diesen Fugentypen muss bisher zum Ausbau des Fugendichtstoffes der Beton beidseitig der Fugenflanke abgestemmt werden. Der Beton wird zusammen mit dem anhaftenden Fugendichtstoff als Gefahrstoff beseitig. Die Zielstellung der Arbeit besteht in der systematischen Entwicklung technischer Lösungen zum Ausbau von Fugendichtstoffen am Beispiel der asbesthaltigen Fugendichtstoffe in Plattenbauten. An die Verfahrenslösung werden die Anforderungen verbesserter Arbeits-, Gesundheits- und Umweltschutz, optimierte Technologie und höhere Wirtschaftlichkeit gestellt. Bestandteile dieser Entwicklung sind die Untersuchung der Schwerpunkte Fugenarten, Merkmale asbesthaltiger Fugendichtungen, betroffene Bausubstanz und die Analyse der rechtlichen und arbeitsschutzrechtlichen Rahmenbedingungen für den Umgang mit asbesthaltigen Fugendichtstoffen. Die Untersuchung der gegenwärtig verfügbaren Arbeitsverfahren und die Darstellung der Defizite dieser Lösungen ist eine grundlegende Vorraussetzung für weitere Entwicklungsarbeiten. Basierend auf den gewonnenen Ergebnissen wird ein Konzept für die Entwicklung neuer Verfahrenslösungen aufgestellt. Thermische und mechanische Verfahren werden erstmalig systematisch untersucht. Durch die Bewertung der verschiedenen Verfahren wird eine Lösung ermittelt und abschließend hinsichtlich Wirtschaftlichkeit, Ergonomie, Faser- und Staubemission, Lärmemission und Vibration bewertet.show moreshow less
  • Up to 1990, approx. 2.18 millions of flats have been erected by the precast construction method on the territory of the newly-formed German states. Asbestos-containing materials have been used not only in exterior walls, but also in the interior of flats. In this case, the asbestos definitely has to be removed before beginning the partial demolition or reconstruction. For the case of weakly boundUp to 1990, approx. 2.18 millions of flats have been erected by the precast construction method on the territory of the newly-formed German states. Asbestos-containing materials have been used not only in exterior walls, but also in the interior of flats. In this case, the asbestos definitely has to be removed before beginning the partial demolition or reconstruction. For the case of weakly bound asbestos products in the interior, the assessment of risk potential and urgency of rehabilitation are regulated by law and technical regulations. Reliable solutions for rehabilitation under special consideration of safety and health at work and safety of adjacent areas are already available, also for occupied housing rehabilitation. For the exterior wall area however, there is lack of standards and regulations. Special attention among the asbestos products representing a risk potential in structures today has to be paid to the asbestos-containing, polymer-bonded joint sealant Morinol. The joint sealant Morinol was used both in the exterior area and in the interior of dwellings. According to the Ordinance on Hazardous Substances and the Technical Rules for Hazardous Substances, the joint sealant Morinol applied in large panel buildings is a hazardous material. Therefore high requirements on occupational safety and health as well as on environmental protection have to be fulfilled when handling this material during the process from removal to the disposal. At present, different procedures are applied for removing hazardous materials which are all very expensive and unsatisfying as far as the ergonomic and technical level are concerned. Urgently needed are regulations for removing joint compounds from joints of low width, of conical cross-section, from joints deeply filled with compound, from the crossing area of horizontal and vertical joints as well as from corner areas. Hitherto, the sealant can be removed from such joints only by chiselling off the concrete at both sides of the joint. Thus, the concrete together with the adherent joint sealant will be disposed as a hazardous material. The objective of this work is to systematically develop technical solutions for the removal of joint compounds exemplified on asbestos-containing joint sealants in large panel structures. The procedural solution has to meet higher demands on occupational health and safety, environmental protection, technology and economic efficiency. The main focus in this development work is on the investigation of joint types, characteristics of asbestos-containing joint sealants, assessment of the contaminated structures as well as on analysis of the health and safety law and regulations for the handling of asbestos-containing joint sealants. The investigation of the currently available procedures and description of the deficiencies of these solutions are prerequisites for further development work. Based on the results achieved, a concept was drawn up for the development of new procedural solutions. For the first time, thermal and mechanical methods have been investigated systematically. Finally, the solution gained by assessment of different procedures has been evaluated with regard to economic efficiency, ergonomics, fibre, dust and noise emission as well as vibrations.show moreshow less
